August 15, 2024 (New York) – United Nations Secretary-General António Guterres wants Africa to have a permanent seat on the Security Council.
Speaking at the Security Council on Monday, Guterres said including Africa among the five permanent members of the Security Council would be more representative and more globally credible.
He said the current composition of the Security Council undermines the legitimacy of the five permanent members of the Security Council – China, France, Russia, Britain and the United States.
“We cannot accept that the world’s foremost peace and security body does not have a permanent voice representing the African continent, a continent of more than a billion people. Nor can we accept that African perspectives are undervalued on issues of peace and security on the continent and around the world,” Guterres said.
The Security Council is composed of 15 members: 5 permanent members: China, France, Russian Federation, United Kingdom, United States; 10 non-permanent members are elected by the General Assembly for a two-year term (the year their term ends): Algeria (2025) Ecuador (2024).
More than 50 United Nations Member States have never served on the Security Council.
However, if the Security Council deems that the interests of a country are affected, then that country, although a member of the United Nations but not a member of the Security Council, may participate in the Security Council’s discussions without voting rights. If both a member state and a non-member state of the United Nations are parties to a dispute under consideration by the Security Council, they may be invited to participate in the Security Council’s discussions without voting rights.
