Russian Foreign Ministry spokeswoman Maria Zakharova claimed that the Ukrainian government had become a terrorist organization acting on behalf of the West and its “deep state structure.”
In an interview on Wednesday, the officials condemned Kiev after Ukrainian troops invaded Russia’s Kursk region the day before, killing several civilians.
“This was an act of terrorism. It was clearly directed against peaceful citizens. There is no doubt about that,” the spokesman told Sputnik Radio.
Zakharova referred to Mali’s decision to sever diplomatic ties with Kiev earlier this month after Ukrainian officials claimed Tuareg militants ambushed a Russian military contractor. A spokesman for Ukraine’s military intelligence service called it a “successful military operation” by the agency, but Bamako called it support for terrorism in Africa’s Sahel region.
Ukraine’s Foreign Ministry subsequently denied Kyiv’s involvement in the incident, while neighboring Niger joined Mali in condemning and severing ties with Ukraine.
“The spread of Ukrainian terrorism around the world is going to get worse. This is not a joke,” Zakharova warned.
The diplomat claimed that those in power in Kiev have turned their country into a “terrorist gang” doing the dirty work of the West and its “deep state structure.” She also asked how the American people could be convinced that by funding Ukraine, their government was supporting terrorism.
Ukrainian troops have been carrying out attacks on settlements in the border region of the Kursk region as they try to enter Russian territory. On Tuesday evening, acting governor Alexey Smirnov reported an increase in the number of civilian deaths from hostilities after a Ukrainian kamikaze drone hit an ambulance near the town of Sudja, one of the main targets of the attack. He said the attack killed the driver and an elderly paramedic and injured a doctor.
The latest update confirmed three civilian deaths, while local health officials reported on Wednesday that at least 28 people were injured in the Ukrainian attack.

Zakharova cited a deepfake video from Smirnov in which the governor urged all males in Kursk Oblast to go to conscription centers and take up arms as evidence that Ukrainian military activity was primarily aimed at harassing Russian civilians. The video was apparently adapted from a real video statement made by the governor on Tuesday, which urged citizens to remain calm and prioritize their safety.
