UBOS ends payments to census officials -Dr. Mukizza

KAMPALA – The Executive Director of the Uganda Bureau of Statistics (UBOS), Dr Chris Mukiza, has revealed that the bureau is in the process of paying all officials who participated in the just concluded national population and housing census, or Census2024.

In a press statement read out by the Chief Statistician at the Uganda Media Centre on Thursday, Senior Public Relations Officer of the Census Bureau, Didacus Okoth informed the nation that almost all census workers have so far been paid a total of Uganda $88.7 billion through electronic cash platforms, adding that in this case, the money was paid directly to the end beneficiaries.

Dr Mukiza explained that those who have not yet received their payments should be patient and assured them on behalf of the Uganda Bureau of Statistics that everything is being done to ensure that everyone receives their payments.

“We are working closely with local government officials, especially district and municipal officials, to ensure that all on-site participants who have pending payments are paid,” Mukiza said.

The Executive Director stressed that there are a total of 115,846 census takers for the 2024 census, of which a total of 114,327 (98.7%) have received all the money due to them so far, while 1,519 have not yet received the money.

He cited three reasons for non-payment, which included mismatch between the beneficiary’s name and the name on the registered mobile number, loss of census equipment (tablet, power bank with accessories) and non-submission of names by the local government’s accounting officer.

Regarding field guides, Dr. Mukiza said that out of the 112,970 guides who participated in the census, a total of 109,730 (97.1%) have been paid while 3,240 have not yet been paid due to mismatched information. Regarding census supervisors, the UBOS chief said that there are a total of 14,643, of which 13,272 have been paid while 1,371 are yet to be paid pending correction of their details.

Regarding deputy county commissioners, Mukiza said there are 4,713 participants in this category, of which 4,686 (99.4%) have received their salaries, with only 120 yet to receive their salaries. There is also the category of district officials, according to him, local government officials participating in the 2024 census include Chief Administrative Officers (CAOs), District Chairpersons (LCVs), Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), District Police Commanders (DPCs), District Internal Security Officers (DISOs), District Census Officers (DCOs), Assistant District Census Officers (ADCOs), District Internal Auditors, and District Information Technology Officers (DITOs), totaling 1,635 personnel.

Dr Mukiza said the salary payment for this category was done in phases, with census workers being paid first. He further noted that 912 people (55.78%) have been paid so far and 663 will be paid by August 2024.

On the issue of payment of service providers, Mukiza informed the nation that all service providers for the 2024 Census have been paid except for those who submitted incorrect account numbers. The Census Bureau has asked them to resubmit correct account details.

However, the Executive Director expressed dissatisfaction with the census equipment which has not been found till now. According to him, the bureau deployed 122,026 tablets during the census and 121,197 (99.3%) tablets have been recovered from the districts/cities, leaving 829 yet to be recovered. In terms of power banks, UBOS deployed 119,418 power banks in the districts and cities for the census. 107,685 (90.2%) power banks have been recovered, leaving 11,733 yet to be recovered.

Dr. Mukiza excitedly noted that they are currently processing and analyzing the 2024 Census data.

“The bureau is currently processing and analyzing the raw census data. The final results will be released by the end of September 2024,” the executive director said.
