The Permanent Secretary of the Ministry of Finance, Ramadhan Ggoobi, has declared the Secretary General of the National Council for Sports (NCS), Dr Benard Patrick Ogwel, unfit to continue as the Accounting Officer of the Council.
Ggoobi, in a letter dated July 25 addressed to the NCS chairman and copied to the Minister of Education and Sports, requested the chairman to recommend a new candidate for the position for the 2024/25 financial year, saying Ogwel was not qualified to hold the position.
“Section 11(2)(g) of the Public Finance Act 2015, as amended, provides that an accounting officer shall be appointed or designated under this Act, but the Minister of Finance shall not appoint or designate any person as an accounting officer if, according to the report of the Internal Auditor of the Auditor General, the person does not account for the public resources or assets for the financial year,” the letter reads
Another part of the letter seen by URN reads: “Based on the recommendations of the Auditor General and the Director of Internal Audit for the 2024/2025 financial year, the current Accounting Officer, Dr. Benard Ogwel, is not eligible to continue in the position.”
According to Section 39 of the National Sports Act 2023, which governs the structure of the NCS, the secretary general is appointed by the board of directors of the council and acts as the accounting officer of the council.
In response to Ggoobi’s request, NCS chairman Ambrose Tashobya asked the Ministry of Finance for more explanation in a letter dated June 30. Tashobya said that after receiving Ggoobi’s letter, he held a meeting and eventually passed four resolutions.
These included a request to formally bring the matter to the attention of the Minister of Education and Sports for further guidance, as the government project currently being executed by the NCS was very important.
The meeting also passed resolutions such as “restoring the Secretary-General of the Council as the Chief Accountant for the 2024/2025 fiscal year”.
Dr. Ogwel started his career at NCS in 2017 when he joined Nicholas Muramagi as Assistant Secretary General. After Muramagi was involved in a car accident in 2018, he became Acting Secretary General and was officially appointed as the full Secretary General in 2021.
However, Ogwell’s previous two years in office were marred by controversy. In 2022 and 2023, he was involved in a dispute with former tennis federation president Sarah Babirye Kityo, who accused him of corruption. Kityo accused Ogwell of soliciting kickbacks to pay for support for the national tennis team (She Cranes).
In 2023, the government’s deputy inspector general, Patricia Okiria, ordered Ogwell to repay Sh100 million to the Uganda Netball Federation.
The amount included Sh29.7 million for the Namibian Netball Championship, which was neither spent nor accounted for, and Sh70.5 million related to inflated airfares for the same event.
