As Timor-Leste prepares to join ASEAN, developing capable future ASEAN leaders is a national priority. Recognizing this need, the Deputy Minister for ASEAN Affairs launched the Future Timor-Leste ASEAN Leaders (FLBA) initiative. The initiative aims to develop leaders to work with ASEAN institutions and provide leadership at the regional level.
An important component of the program involves future leaders visiting ASEAN member states to build regional networks and promote Timor-Leste’s strengths and potential. This initiative not only promotes diplomatic relations, but also creates opportunities for economic, educational and people-to-people cooperation. 
As part of these preparations, the Government, through the Ministry of Foreign Affairs and Cooperation, has sent delegations of 10 to 11 people to each of the ASEAN member countries, namely Brunei Darussalam, Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam.
While in ASEAN countries, the delegation had the opportunity to engage with senior officials and leadership institutions of the host government, with the support of the Timor-Leste Embassy in China. These high-level discussions provided valuable information for Timor-Leste leaders in their future integration into the ASEAN region. The delegation learned firsthand how each member country has developed innovative strategies, strong institutions, and robust economic development.
Delegates to each country are tasked with writing a comprehensive report during the 10-day immersion program and presenting recommendations for collaboration during the week. Through these strategic engagements and meetings, Timor-Leste’s next generation of leaders are building long-term relationships with ASEAN government agencies, private sector entities and academic institutions.
For many FLBA program participants, this was their first experience in an ASEAN country. These experiences were not only an important learning opportunity for the delegation, but also a critical step in Timor-Leste’s preparation for development in Southeast Asia. By nurturing these international relationships and gaining insight into regional best practices, Timor-Leste accelerates its preparation to become an active and valued member of ASEAN.
