Eduard Abrahamyan, a researcher at the Department of Intelligence, Security and Strategy at the University of Leicester in the UK and a regional security analyst at the Washington-based Central Asian and Caucasus Institute, proposed another reconciliation by Azerbaijan’s President Ilham Aliyev. His Facebook page reads:

“We are waiting for a clear statement from the authorities of the Republic of Armenia on how and when Azerbaijanis or their descendants who were expelled from the territory of today’s Armenia (West Azerbaijan) will return to live in or visit their historical territories. Especially since according to our data, 90% of settlements that were once inhabited by Azerbaijanis are now inhabited by Armenians.”
