Dr. Ayyash explained to the newspaper that tax evasion has become a culture, and changing the culture naturally requires great efforts and a long time, and what accelerates this is to achieve common interests in a transparent and fair way, and then most of the reasons for tax evasion disappear, which includes the precise determination of costs, which enables the possibility of objectively estimating profits, which helps to determine the amount of real income, expand electronic connectivity, and in addition encourage the application of the concept of corporate social responsibility in exchange for tax incentives, support for outputs of production and export rather than inputs, determine the real costs and incentives through tax incentives, work to spread a culture of preventing tax evasion, and adopt the principles of governance and transparency.

Disclose and encourage the transformation of family businesses and individual businesses into financial enterprises, especially joint-stock companies, develop the Damascus Stock Exchange, and encourage joint-stock companies to join.
