President Bashar al-Assad affirmed that the People’s Assembly is the most important institution among the State institutions and that its impact will not be evident if close relations between the institutions are not fully developed.

President Assad, speaking in the People’s Assembly on the occasion of the opening of the Council’s fourth legislative session, said: Dear members of the People’s Assembly, I congratulate you on the beginning of the work of the fourth legislative session, which has made us remember from the very beginning that public trust is a resource that will quickly be exhausted if it is not nourished by hard work, achievements and results.

President Assad added: Your committee is the most important institution among the state institutions. Due to the close relationship between the institutions, its influence will not be obvious if it is not fully developed. This shows that immunity does not mean bypassing the law but that the implementation and obedience of the law are the responsibilities of the law. It emphasizes that supervision is for institutions and accountability is for officials. Both have responsibility first and then power.

President Assad said: You have a responsibility to discuss the vision according to the vision you have, which requires a clear approach to prevent individual actions at the expense of institutional actions, explaining that a single measure, no matter how correct, is an action. If the measure is weak, it is necessary to start with policies, visions, and deal with relations with the executive branch.

His Excellency said that the role of the People’s Assembly is to ask the instrumentality when approving a law, approving a policy, etc., and when it does not ask how it is to be implemented, it bears the responsibility for the negligence of the executive.

Regarding the living conditions, President Assad stressed that in this situation, the priority is not to appease and boost morale, although this is important, but to explain the reality, analyze it and propose possible solutions, noting that a serious economic crisis is a state of immune deficiency that is not clearly visible, and the war gradually exposes this weakness and its severity. We must deeply study the economic trends we have been following for decades.

President Assad explained that as the region and the world change, and as economic, political, security, cultural and other rules change, is it possible for a policy to be always correct? Our policy.

President Assad stressed that it is one thing for major policies and directions to be correct, and another thing for them to be sacred and inviolable. The problem may be that we have done the wrong thing, turning good policies into wrong policies. This shows that what the government needs is to achieve the goals required by the established policies, and achieving these goals requires tools, one of which may be policy change.

President Assad said: We must determine the most appropriate and least harmful solution for us in Syria. Every solution has its positive and negative sides. As we all know, Syria is going through a difficult situation. Difficult choices do not mean impossible. Rather, it means that the vision, policy and plan are based on facts.

President Assad said that the headline is to support small and medium-sized enterprises, because they are an important part of the economy, they are the core of growth, not a solution to temporary problems. He stressed that the People’s Assembly plays a key role in leading dialogue and movement, responding to great challenges with mechanisms, and is effective and rises to its level. In order to play the role of the state, the internal system of the Council must be established.

President Assad explained that changing the situation is not impossible as some people think, and that it is possible as long as we change the way we deal with problems and activate the work of our institutions, noting that Syria is one of the arenas of conflict in the world, and the choice before us is whether to be merely affected or to be affected and achieve a balance, and to achieve this balance we must work hard to find solutions, refuse to succumb to setbacks and succumb to circumstances, and not work hard to change them. . Pointing out that “the first serious task is to eliminate failure from our minds… our struggle against backwardness and the inability of some people to learn lessons and fall into the trap we fell into… our struggle against ignorance and narrow-mindedness, without which no opponent or enemy dares to attack our region.”

President Assad noted that “the current situation is a global crisis, and its impact on us prompted us to speed up our work and solve problems that can be solved without avoiding the pain of friends being stabbed, and we dealt with it.” He stressed that several countries, including “Russia, Iran and Iraq,” have put forward initiatives on relations with Turkey, “day after day, there is no progress, and the damage is accumulating not only on the Syrian side, but also on the Syrian side.” The Turkish side… We deal with these initiatives based on our principles and interests. If the intention is harmless, there is usually no conflict between neighbors, because sovereignty and international law “are in line with the principles of all parties. Both sides are serious about restoring relations, and fighting terrorism is a common interest of both sides. “
