In the 2024-2025 fiscal year, 11 national highways will be widened and seven new ones will be built to strengthen public infrastructure. Prime Minister Tshering Tobgay announced this during his State of the Nation Address in Parliament yesterday.

Private Sector
To improve the business environment, the government will cancel loan repayment deferrals through the economic stimulus package, provide low-interest loans to encourage new business start-ups, and implement policies, regulations and guidelines that are conducive to businesses.
The prime minister said the government will improve policies, systems and services to develop and diversify the tourism industry. “The government will focus on discovering and developing new tourism markets.”
Rural Development
During this fiscal year, 20 gewog central roads will be rehabilitated and asphalt paved, and maintenance work will be promoted in 200 kiewog roads. 47 new irrigation projects will also be implemented during this fiscal year, and wire fences will be installed in about 200 kiewogs.

The government plans to upgrade and promote all vocational training institutions to impart necessary vocational skills to young people, develop and implement a national sports plan, and provide schools with necessary facilities and support to promote sports.
“We will formulate policies and programs to provide interest-free loans to young people who go abroad for further studies,” the prime minister said, adding that the government is committed to tackling drug abuse through collective action and will establish a new specialized school for students troubled by drug abuse.
Culture and tradition
The government will continue to build Sabong Dzong, while renovating and expanding five sacred temples including Rigsum Gonpa, Sangag Choekhor, etc. The Dechen Phodrang monastery school will also be rebuilt.
The government also intends to give priority to the development and promotion of the Dzongkha language using information and communication technologies and to establish specialized training programmes in performing arts.
Health and Education
The government will prepare a detailed project report for a specialist cancer hospital in the country and explore new ideas and strategies for expanding the health trust fund. Under the Royal Education Reform Act, the government will strengthen and enhance education policies, plans and programmes and initiate a plan to upgrade 63 schools to central schools.
Public service provision
The Government is committed to working with the Royal Public Service Commission to advance ongoing reforms and develop policies, systems and guidelines to begin delivering timely and quality public services through the Integrated Service Centres.
Members of local governments will receive consultation and guidance training on the 13th Five-Year Plan.
The government will formulate policies and plans to facilitate the purchase of houses by those without houses and provide low-interest loans. In addition, policies will be formulated to provide subsidies for mothers who give birth to three children.
Regarding the Gelephu Mindfulness City, the Prime Minister reiterated the government’s commitment to fulfilling the vision of His Majesty the King and coordinating with project officials to ensure the wholehearted support of the government and the people for the project.
The Prime Minister also expressed the government’s support for the Gyalsung programme which is scheduled to be launched on September 5 this year.
