The government of Christian Ensay has been dissolved again. The Prime Minister submitted his resignation yesterday, in accordance with republican principles, after the inauguration of the new deputies in Chimbazaza. According to the report of the Council of Ministers, the President of the Republic, Andry Rajoelina, accepted this resignation. But the Head of State ordered the outgoing government to ensure the normal operation of current affairs until the appointment of new ministers.
However, at the level of the National Assembly, no permanent office has yet been designated, although they adopted yesterday the internal regulations that they want to amend before forming a permanent office. Fianarantsoa MP-elect Marie Michelle Sahondraharimalala confirmed that 19 articles were amended. Of these, 18 will be amended. After that, all that remains is to wait for the opinion of the High Constitutional Court (HCC) on whether these amendments are in compliance with the country’s fundamental law.
“Article 2, concerning the increase in the number of deputies from the previous 151 to the current 163, Article 4, which provides for the creation of a seventh vice-president from the opposition platform, and Article 91, on voting delegations, have been amended, among others”, confirmed the former Minister of National Education, a politician who is one of the candidates for the presidency of the National Assembly.
Once the constitutional amendments are approved, the deputies will be able to vote and set up a permanent office for the lower house. They will therefore be able to choose the speaker of the National Assembly. This is to prevent a long-term institutional vacuum after the resignation of the Nsay government.
After the establishment of the permanent office, the majority parliamentary group of Chimbaza, that is, the platform of the President of the Republic, will be able to propose to the head of state a list of three prime ministers. The current text indicates that he will choose the name of the prime minister from these proposals and appoint him by presidential decree.
