According to a draft government resolution initiated by the Public Property Agency (APA), 23 privatized items should be excluded from the list of state items to be privatized in 2020-2021.

Likewise, they suggest excluding the Barza Albă factory, which in 2022 was granted the status of National Cultural Heritage of the Republic of Moldova.

25 state-owned enterprises and commercial companies with state capital should be excluded from the same list, and according to the APS, “privatization cannot be carried out at present, because according to the provisions of the National Sector State Asset Management Strategy from 2023 to 2030, enterprises and commercial companies with wholly or majority state capital are subject to sorting procedures.”

The most famous of these is Metalferos. In early 2020, the Chico government tried unsuccessfully to sell a 78.3% stake at a significantly high price.

At the request of the Department of Infrastructure and Regional Development, it is also proposed to exclude 10 road maintenance companies (SA Drumuri), which will be controlled by the National Roads Authority.

Instead, it is proposed to add 20 assets (ranging from companies to various real estate properties) to the list of state assets to be privatized. The most important shares are 100% of the capital of RED Nord and FEE Nord.

It should be noted that under the communist government, the electricity network was privatized several times, but without success.

One of the reasons APS supports the compilation of the inventory is financial. By 2023, it is planned to accumulate about 750 million lei through the privatization of state assets.

The APS states that “before a public asset is valued, it is necessary to prepare the asset for privatization, which includes preparing a dossier on the asset to be privatized, including a valuation of the asset (through the purchase of valuation services in accordance with the provisions of the Public Asset Procurement Act)”.
