At its weekly meeting today (Tuesday), the Council of Ministers confirmed that President Mahmoud Abbas, the leadership and the Government will continue international efforts and engagement to stop the aggression against the people of Gaza and coordinate with international agencies to provide more relief aid and expand relief efforts once a ceasefire is declared, as the international community warns of the growing threat of famine.
The Council of Ministers also condemned the occupation forces’ aggression against the Nur Shams refugee camp in Tulkarem governorate and the unprecedented destruction and collective punishment of tens of thousands of residents, in addition to the destruction of the governorate’s infrastructure and the complete severance of the main electricity and water supply lines to the besieged camp.
The Council considered that the situation in the Gaza Strip and in the Nur Shams refugee camp, as well as in the Jenin, Balata, Farah and Askar refugee camps, was part of a plan by the occupying forces to target those camps in order to empty them of their inhabitants and, as a step towards resolving the refugee problem, stressed the Palestinian leadership’s support for UNRWA in the face of Israeli incitement and systematic targeting to end its work.
The Council also tasked the Ministry of Foreign Affairs and Expatriates and all competent authorities to intensify efforts to mobilize international support for the prisoners and to put an end to the violations inflicted on them by the occupation forces, in particular ill-treatment, beatings, deprivation of food and drink, medical neglect and collective punishment.
Regarding the financial situation, the Prime Minister mentioned the efforts made to safeguard employees’ wages and increase payment rates to achieve social justice for the lowest income groups, and stressed the government’s efforts to raise the necessary funds and communicate government initiatives, especially those for economic development and social protection.
The Prime Minister noted the importance of partnerships between the Government and local government institutions, their important role in serving citizens, and the Government’s success in this regard in recruiting a package of projects worth $33 million that will benefit 163 local institutions, providing services to approximately 1. In view of the high unemployment rate since the beginning of the war in Gaza, the program aims to support the implementation of infrastructure projects and provide employment and employment opportunities.
The Council of Ministers also heard an explanation from the Minister of Jerusalem Affairs on the role of the Ministry and the legal team in protecting the property of Jerusalemites, establishing the rights of our people of Jerusalem, and providing all possible financial and legal support to strengthen their steadfastness.
Aula Awad, Director General of the Central Bureau of Statistics, presented the programs and projects being implemented by the Central Bureau of Statistics, especially providing data and statistics to various departments, helping national institutions and international agencies to implement plans and identify needs, noting that according to the Open Data Organization (ODIN) 2023 report, Palestine ranks 26th in the world in terms of data openness and coverage.
On the other hand, the Council of Ministers will hold a special meeting tomorrow, Wednesday, to discuss the draft emergency budget law for 2024.
The Council of Ministers adopted a number of decisions and measures, the most notable of which are:
– Approval of a support project from the Norwegian Ministry of Foreign Affairs related to supporting the activities of the Palestinian Central Bureau of Statistics.
– Establishment of a Ministerial Committee on Digital Transformation as part of the government’s initiative to develop administrative, technical and legislative procedures for digital transformation.
– Approved the recommendation of the Committee to Study the Transfer of Powers to the Ministry of Information to transfer the General Directorate of Publications and Media from the abolished Ministry of Information to the Ministry of Culture, subject to the immediate assumption of the responsibilities after the amendment of relevant legislation.
– Approve the recommendations submitted by the Technical Committee on State Asset Management.
– Approve requests for purchase and supply of emergency needs from the Ministry of Health.
– Submit the draft environmental assessment system and the national plan for implementing the recommendations of the Committee on the Rights of the Child to government departments for action
