COLI has been calculated for U.S. metropolitan areas since 1968 using a methodology developed by Community and Economic Research Council (C2ER), a nonprofit organization dedicated to community and economic development research. The Puerto Rico Statistical Institute, together with the C2ER affiliate network, is responsible for collecting prices for goods and services established by C2ER.
