COLI is a tool that allows us to understand regional differences in the cost of consumer goods and services. These indices are calculated quarterly based on data collected by different entities in each participating metropolitan area. COLI has been calculated for U.S. metropolitan areas since 1968 using a methodology developed by Community and Economic Research Council (C2ER), a nonprofit organization dedicated to community and economic development research. The Puerto Rico Statistical Institute, together with the C2ER affiliate network, is responsible for collecting prices for goods and services established by C2ER.
