The Ministry of Education and Skills will set up 63 school centres in the 13th Five-Year Plan, with a total budget of Rs 1.4 trillion for the project.
The issue was discussed by the district government officials at the 13th Joint Meeting on Plan Implementation held in Thimphu. The school centre aims to improve the quality of education and better management of facilities, thus necessary to ensure rapid economic growth of the country.
The ruling party promised during the elections to develop school centres to improve the quality of education.
Initially established during the second government due to lack of budget and deficiencies, the school center could not continue to exist during the third government following these statements.
63 school centres will also be set up in an impressive manner.
Karma Dgeleg, director of the School Education Department, said the ministry will set up 20 schools in each dzongkhag in the first year, 19 school centers in the second year, and 12 schools in three years in the fourth and fourth phases.
The school centre will have full autonomy in financial and human resource management.
The primary school within the school centre is managed efficiently and the headteacher and deputy headteacher will inspect the three nearby schools and manage spelling.
For example, the Chukha School Center has established Tsima Glakha Secondary School and Wangchu Secondary School, and they will manage the primary schools, Rtsima Glakha Schoolchu and Trashigangtshal Primary School.
According to the standards of the Ministry of Education, 1,500 students from Zhongwa School to all grades must stay in school.
Other factors include location, access standards, land expansion and infrastructure quality.
Facilities like basic infrastructure, services, safety and drinking water facilities, sports, modern smart classrooms and laboratories, library etc. will be available at the school centre.
Some local government officials said it would be better to give priority to school centers and the quality of education for those without school centers would suffer.
Education Minister Yisang Dithapa said the facilities will be distributed to 571 schools across the country, so school centers should address the issue as the cost of distributing the facilities is high, “and it is possible.”
Director-General Karma Dgeleg said the government would continue to invest in other schools and that the government would provide teachers with low-cost housing, sports facilities and special equipment, which would be done through a dedicated school.
Some local government officials have appointed dzongkhag education officials as directors, and he also expressed concern about the risk of power tensions between the two countries.
“If the directors are unqualified, expert directors will be appointed,” he said, adding that each beneficiary would be given clear guidance on their roles and responsibilities.
Karma Dgeleg said the ministry’s priority is to invest in infrastructure and, if necessary, provide the necessary equipment free of charge.
