The total budget allocation for the 13th Five-Year Plan is Rs 4.77 trillion, which can be used to carry out cultural development on a large scale.
The budget of the 12th Plan was Rs 2.56 trillion and about Rs 550 crore was raised.
This was discussed during a joint meeting with local government officials in Thimphu on the implementation of the 13th Five-Year Plan.
The Ministry of Traditional Affairs and Dzongkha Development and the Monasteries Committee will implement the plans, of which 3.852 trillion rupiah will be allocated to the Ministry of Traditional Affairs and Dzongkha Development and 9.47 trillion rupiah will be allocated to the Monasteries Committee.
The budget will be used for the development and preservation of the country’s heritage sites and will also be used to promote Bhutanese traditional culture.
By 2023, the Ministry of Culture and Dzongkhag Development will identify 2,165 heritage sites in the country, document them and preserve them.
Despite the significant budget increase, local government officials have yet to allocate budget to Dzongkhag district. They expressed dissatisfaction with the allocation.
Some local government leaders said that some regions received large budgets that did not include protected important heritage sites and asked about their priority processes.
Officials should ensure the practicality of facilities and local governments should ensure fair standards. They should also contribute to the scheme.
Most of the Lapo people have submitted plans and budgets to the Ministry of Traditional Affairs and Dzongkha Development and the temple committee and requested a review of the allocations.
In the past, the Lapo people used grant funds to build and maintain heritage sites, but they failed to obtain their rights.
Officials from the Ministry of Traditional Affairs and Dzongkha Development and the Monastery Committee said the plan was being implemented and the Dzongkha concerned had proposed to the government to review its plan.
The cultural heritage is a symbol of community unity and national identity for the Ministry of Traditional Affairs and Dzongkhag Development, which also has plans to develop the economy.
Other major projects include reconstruction of Gsarpang Dzong at a cost of Rs522 million, Rs500 million for setting up a college, construction of National Guard at a cost of Rs468 million. Rs468 million is being used to build National Guard Lakhang, and Rs376.08 million has been allocated for reconstruction of Tago Dzong.
Officials from the department said: “Emerging private temples that join parish councils and contribute to the community are supported and given priority by local authorities under their plans.
The department also plans to prioritize additional budgetary needs for the region’s lack of facilities and will not abruptly implement a two-year plan.
Officials of the department said that earlier, a budget allocation of Rs 94.7 crore had been discussed with the ministry, of which Rs 89.7 crore was for infrastructure development. Rs 5 crore had been allocated for other purposes.
Thimphu has the highest budget allocation of Rs 230 million for infrastructure development, followed by Ha.
Magarsa received the lowest budget allocation of Rs 11.2 million.
The temple committee has 123 planned activities in its 13th plan, which include winter accommodation, guest houses, community service centres, buildings and related projects.
