Asel Budeneeva, Head of the Almaty City Employment Department of the Committee on Supervision of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan, gave a briefing at the Almaty Regional Communications Agency, while Bauyrzhan Zhaubasov, Director of the Almaty City Department of Social Planning, and Nurbakyt Serikbay, Deputy Director of the Almaty City Department of Energy and Water Supply, spoke.
These changes take place within the framework of the “tariffs for investment” program and are related to the high wear and tear of networks and infrastructure and the need to modernize the engineering infrastructure.
“The justification for the change in tariffs is the change in the cost of strategic commodities, approved investment plans and the average monthly nominal wage of one employee by type of economic activity, in addition to transfers to the balance sheet or trusts. The management of property used in the technological cycle of providing regulated services is also taken into account.”
According to the draft application, the tariffs for each region in 2024 are as follows:
– Water supply: the average water supply is 122.38 tenge per cubic meter (an increase of 23%), and the average water supply per capita is 98.97 tenge per cubic meter (an increase of 82.53%);
– treated water: average supply is 80.41 tenge per cubic meter (an increase of 50.95%), for the population – 80.03 tenge per cubic meter (an increase of 173.78%);
– Transmission, distribution and supply of thermal energy: the average tariff is 10,892.83 tenge per gigacalorie (an increase of 12%), and the population is 8,058.32 tenge per gigacalorie (an increase of 12%);
– Hot water supply: 575.09 tenge per cubic meter during heating period (up 10.5%), 529.96 tenge per cubic meter during heating period (up 10.4%).
Based on the results of the 2024 analysis, decisions were made on the following topics:
– JSC “Alatau Zharyk Kompaniyasy”: increase in the tariff for electricity transmission services from 8.87 tenge to 11.4 tenge per kilowatt-hour (increase of 2.53 tenge);
– GKP of Almaty-Su water storage facilities: average water supply fee increased from 99.41 tenge to 107.05 tenge per cubic meter (an increase of 11.78 tenge), for the population from 54.22 tenge to 66 tenge per cubic meter;
– For other consumers, the tariff increased to 339.28 tenge per cubic meter (up 20%);
– For budgetary organizations – up to 201.82 tenge per cubic meter (an increase of 11%).
The water treatment fee increased by 5 tenge: from 53.27 tenge per cubic meter to 58.13 tenge (an increase of 9%). The tariff for residents increased by 4 tenge: from 29.23 tenge per cubic meter to 33.16 tenge (an increase of 13.4%), for other consumers to 150.71 tenge per cubic meter (an increase of 25.1%), for budget organizations to 150.71 tenge per cubic meter (an increase of 25.1%), and for 103.05 tenge per cubic meter (an increase of 29.2%).
Nurbakyt Serikbay, deputy director of the Almaty Municipal Energy and Water Supply Department, said that by 2025, Almaty plans to update at least 104 kilometers of water supply pipelines, 73 kilometers of sewage pipelines, 39 kilometers of heating pipelines and 120 kilometers of electricity supply. The deterioration of engineering pipelines such as water supply and heating will be reduced by 3% each year, and the deterioration of other engineering pipelines will be reduced by 1.2% each year.
“Currently, repairs are being carried out in accordance with current rate regulations, but current repair costs do not allow us to achieve our goals of reducing utility network deterioration and incident rates,” he noted.
By 2024, the utility network in Almaty will deteriorate by an average of 50%. Increasing tariffs will make it possible to gradually update the network and equipment, thereby reducing the accident rate and improving the quality of provided services.
Akimat will continue to compensate the weaker sections of society for the increase in utility tariffs.
Bauyrzhan Zhaubasov, head of the city’s employment and social planning department, noted that since July 2023, at the initiative of the city government, a project has been launched to compensate nine categories of citizens for price increases in housing and public services. For a year, more than 140,000 citizens have received social benefits of 0.8 MCI per month, amounting to 5.7 billion tenge.
“In view of the upcoming increase in utility service prices, on behalf of the Almaty city government, I will continue to pay compensation to nine categories of citizens,” Zabasov noted.
The corresponding draft decision of the Almaty parliament is being agreed upon and will be submitted for approval in September. The rules will be valid until April 1, 2025.
Today, 332,885 citizens belonging to these categories live in Almaty. To receive social benefits, you must have permanent registration and residence in Almaty, submit an application to the regional employment and social planning department, and provide an ID card. Those who have already received assistance do not need to reapply.
