Catalan pro-independence ERC party warned that Spain’s government could face instability if Prime Minister Pedro Sanchez fails to clarify the rules on Catalonia’s tax agency in a recently signed agreement and blocks the 2025 state budget.
The warning comes after Finance Minister María Jesús Montero rejected any terms that would create a Catalan tax agency, as is the case in the Basque Country and Navarre, an agreement that is crucial for the Catalan Socialist Party’s Salvador Illa to take office as the next president of Catalonia, a partner of Euractiv Efei report.
The comments sparked anger among Spain’s left-wing separatist forces, whose seven representatives in the Spanish parliament are crucial to maintaining the coalition’s majority and stability.

However, she also acknowledged that the agreement provides a special financing system for Catalonia, but she did not explain what the term “single financing” meant.
