About 50 years ago, without the current communication technology that shrinks the globe, there existed in Latin America a widespread idea of a common identity for their nations. European and Latin in origin, settled in the conquest of indigenous lands and peoples, to which was added a population of African descent from the slave trade. The idea of merging independent nations protected by their flags with a messianic leader leading an enthusiastic people at the pace of a legion towards a united and great future was proposed. Something that never happened.
To this day, American achievements and technological developments remain world-leading. This made a decisive contribution to the defeat of Nazism in World War II. They were born of Dutch, English, Scottish and, to a lesser extent, French immigrants who confronted the indigenous peoples, reducing them to secondary expressions.
And, the black population was equally present, having been kidnapped in Africa and unceremoniously enslaved, as was the case with its neighbors south of the Rio Grande. The United States’ territorial expansion at the expense of its neighbors has historically given it physical volume and helped to identify that power as “Yankee imperialism.”
The late Cuban liberal intellectual Carlos Alberto Montaner explained this reality in his book The Distorted Roots of Latin America. There, remember that Spain and Portugal moved south, where there was gold and silver. Sometimes they came into conflict with strong and complex indigenous communities. Take the Maya, Aztec and Inca. In the north, there was no such wealth, and the unstable indigenous population was blind to the above realities. Anglo-Saxon colonization – without mineral wealth – was organized independently of the European metropolises and based on hard work. Meanwhile, in the south, the Iberian conquest had a vertical and bureaucratic dependence on the various peninsular monarchies eager to possess precious metals.
Today, despite the existence of the United States, Central and South America, according to all known reliable data, is nourished by divided peoples, internal instability, various tyrannies, and weak signs of economic and social improvement. In this framework, according to World Bank forecasts, by 2024, the Oriental Republic of Uruguay will become the most prosperous economy in Latin America, with a GDP per capita of $18,109, leaving behind Chile and Panama, which are close behind. And Mexico and Brazil, the two continental “powerhouses”. This is due to “its human development policies, infrastructure investments and economic diversification”.
This position is achieved by following a direction independent of the socialist and populist internationalism that shrouds vernacular progressivism. In the face of the bloody Venezuelan genocide, they even adopt the “ideological” position of following “Lula” or López Obrador. Faithful to the idea that Luis Alberto de Herrera repeated with the poet Musset: “My cup is small, but I drink from it.”
