Sietskowski was demoted because of “Karin’s flight”.

Siligna explained that the Disciplinary Committee found that there were violations of the Public Procurement Act and therefore made the following decision.

“The disciplinary committee has determined that irregularities have occurred and it is the manager’s responsibility to ensure that procurement procedures are carried out in accordance with the law,” Silina said.

Sitskowskis will be able to appeal the decision, but that does not prevent the order from being enforced.

In early April, based on information provided by the Attorney General’s Office regarding the initiation of criminal proceedings to assess the legality of the use of special flights by former Prime Minister Crisjanis Carinhas (JV), Prime Minister Silínia ordered the creation of a Service Inspection Committee whose task is to identify violations of the law and other regulatory acts specified in the application during service inspections and to evaluate the actions of officials.

The service inspection was initially planned to be completed by the end of April, but the preparation of the Kalish flight status report was later postponed to the end of May. The inspection was completed in early June.

Meanwhile, in early May, Silina had already ordered disciplinary action against Oserkovsky. The decision was made “based on the findings of the interim report of the Service Inspection Committee and violations of legal norms.”

The interim report concluded that Ziczkowski committed a disciplinary offence, possibly due to failure to fulfil legal norms, namely unjustified failure to perform official duties or negligent and poor quality performance of duties, including improper handling of financial resources, as a result of which the State suffered significant property losses or significant damage to state interests.
