The second “Data Elements × Shanghai-Hong Kong Cooperation Open Data Competition” will be held in Shanghai soon. The event aims to encourage the flow of data between Hong Kong and Shanghai, and at the same time hopes that the ability to use data will be enhanced through interaction between the two places, and even business opportunities will be found.

As the most international cities in China, Hong Kong and Shanghai have similarities in digital economy and digital transformation, but also have unique advantages and challenges. As the importance of cross-border data flow becomes increasingly prominent, Shanghai and Hong Kong should make full use of this opportunity, strengthen cooperation and communication, and jointly promote the construction of digital economy and smart cities. Regarding how the two places can take advantage of data flow opportunities, the author has several suggestions:

1. Data infrastructure construction

Hong Kong draws on the experience of Shanghai’s big data center and cloud computing infrastructure. These infrastructures are the foundation for the development of the digital economy and data circulation, and can support large-scale data storage, processing and transmission, and provide stable and efficient data services for enterprises and institutions. As an international financial center, Hong Kong is more conducive to promoting the country’s leading digital technology to become an international standard.

2. Data openness and sharing

Hong Kong and Shanghai have their own ways of opening up data, and they can learn from each other in establishing an open data sharing mechanism. From Hong Kong’s perspective, companies should strengthen the distribution and use of data resources on the mainland through interaction with Shanghai and make commercial innovations. Shanghai can work with Hong Kong to establish an innovative mechanism for international data sharing.

3. Data security and privacy protection

In the process of data circulation, Hong Kong and Shanghai need to attach great importance to data security and privacy protection. Establish a sound data security management system, strengthen data encryption, identity authentication and access control to ensure the security and compliance of data circulation. Under the “one country, two systems” system, Shanghai and Hong Kong can take this opportunity to explore innovative and more convenient ways of cross-border data circulation.

4. Data standards and interoperability

In order to promote the efficient flow of data, the two places can promote the formulation of unified data standards and formats to ensure the interoperability and convenience of data exchange between different data sources, which will help reduce the cost of data integration and sharing and accelerate the speed and efficiency of data circulation.

5. Innovative application of data

Hong Kong and Shanghai can encourage enterprises and scientific research institutions to carry out innovative data application research, including artificial intelligence, big data analysis, the Internet of Things and other fields. Through cooperation and support for innovative projects, we can stimulate innovation in data applications and technologies and promote the in-depth application of data circulation.

As the National Bureau of Statistics pays more and more attention to data and promotes the circulation of data through competition, this Shanghai-Hong Kong cooperation activity should be more exciting than previous years.
