The decision will come into effect on Sunday, July 21, 2024, and will apply to all establishments in the private sector that employ five or more engineers.

Engineering Professional Localization Details

The Ministry of Human Resources and Social Development confirmed that the decision was made within the framework of joint efforts with the Ministry of Urban and Rural Affairs and Housing to provide employment opportunities for citizens in all regions of the Kingdom.

Target engineering professions include civil engineers, interior design engineers, urban planning engineers, architects, mechanical engineers, and surveying engineers.

Private Sector Institutional Support Program

To encourage employment for Saudi citizens, the Ministry of Urban and Rural Affairs and Housing announced a series of support schemes and incentives from which private sector institutions will benefit, including:

  • Support the process of attracting and finding the right workers: Provide the necessary resources and tools to help companies find the right engineers.
  • Support necessary training and qualification processes: Provide training and qualification programs to develop engineers’ skills.
  • Support the recruitment process and career continuation: Provide incentives to companies that commit to hiring and continuing to employ Saudi engineers.
  • Support localization where available within the system: Strengthen initiatives and policies that support localization of engineering positions.
  • Support and employment programs through the Human Resources Development Fund (HADAF): The Human Resources Development Fund provides financial and technical support to promote employment for Saudis.

Initiative Goals

The initiative aims to increase employment levels in the engineering sector and provide job opportunities for Saudi citizens, thereby contributing to strengthening the national economy and achieving the Kingdom’s Vision 2030.
