August 24, 2024 (Khartoum) – Sudan’s paramilitary Rapid Support Forces (RSF) threatened on Saturday to declare a government in the capital, Khartoum, if the army continues to refuse to negotiate an end to the 16-month conflict.
The Rapid Security Forces, led by General Mohammed Hamdan Daglo, said the move was aimed at protecting civilians and delegitimizing army chief General Abdel Fattah al-Burhan, who they claim controls only 20 percent of Sudan’s territory.
“The army’s refusal to negotiate could lead to Khartoum announcing a government,” Daglo’s adviser Elbasha Mohmed Tbaeq said in a post on X (formerly Twitter).
He accused the Sudanese army and its allies of ignoring the humanitarian crisis in their pursuit of returning to power, even at the expense of the Sudanese people and potentially tearing the country apart.
Bashir said a potential RSF-led government would establish diplomatic relations, build a banking system and open export markets in areas it controls.
“All options are open in the coming weeks,” he warned.
Even as Burhan issued his threat, he expressed his willingness to form a transitional technocratic government at another press conference.
The conflict in Sudan, which broke out in April 2023, has killed thousands of people, displaced millions and caused a major humanitarian crisis. International efforts to mediate a ceasefire have so far failed.
