For more than a week, social media has been abuzz with discussions on how the Canadian government forced Uganda to recall its ambassador to Uganda, Joy Ruth Aceng.
Ambassador Assen has served in Ottawa for approximately eight years since 2016 and has done a remarkable job, achieving the interests of her country, Uganda, to a large extent.
However, her troubles can be traced back to when Uganda started the process of enacting the Anti-Homosexuality Bill.
In 2023, shortly after Uganda enacted its famous anti-homosexuality law, the Canadian government summoned Ambassador Ruth.
They pushed too hard, but Kampala refused. She was warned not to speak out on the matter, but with Kampala’s support, she never heeded their pressure.
On one occasion, she informed the Canadian government that some NUP supporters were lying about being gay in order to obtain visas. This infuriated NUP supporters, who immediately resorted to public attack tactics to provoke.
A source at the Ministry of Foreign Affairs in Kampala disclosed that the relationship between Uganda and Canada deteriorated after Ambassador Asen was accused of publicly obstructing support for homosexuals and that His Excellency Museveni had approved the transfer of Ambassador Asen to another first world country but the process was delayed under unclear circumstances.
“The Kenya Football Association committee is currently busy with the matter after Kenyan President Yoweri Kaguta Museveni demanded a detailed explanation as to why Ambassador JR was not transferred as per his instructions,” the source said.
Their first attempt was a few months ago, when NUP stalwarts at Ottawa Gate stormed a Diaspora gathering convened by Ambassador Assen to discuss trade and investment.
They endlessly created disturbances, disrupted events, and directly provoked Ambassador Assen in an effort to put her in the international spotlight. She successfully thwarted their mission by using Canadian security officials who witnessed all the clashes.
After the first clash in Ottawa, the same NUP diaspora leaders immediately strategized to provoke Ambassador Aceng until the latest incident, but fortunately, Kampala was aware of every step during the ceremony.
It is said that when NUP supporters were prevented by Ambassador Asen from disrupting the pro-Museveni ceremony in Ottawa, the President congratulated her and immediately summoned her for a meeting to devise future strategies to fight the militant group.
According to sources, the Canadian government has contacted Uganda and requested that Ambassador Asen be recalled following her engagement with the NUP group.
A senior Ugandan-Canadian security official said: “Her mistakes mainly lie in her loud warning to the NUP to stop kidnapping herself and posing as a homosexual to get a Canadian visa, and in her public praise of her ruling party and the president.”
A few months ago, President Museveni appointed Ambassador Joy Ruth Ashen as Head of Mission to the Bahamas.
According to sources, during his stay in Canada, Ambassador Asan prioritized trade, investment and mobilizing Ugandans abroad to return home and invest.
