On a cold day in January 2010, Frank Coote, then inspector for the Clare ISPCA, received a call about stranded horses in a field in Kilmurry, outside Sixmilebridge.
As an experienced animal welfare officer, Mr Coote was so concerned about the situation that he called the local police and the Department of Agriculture’s veterinary inspector for the area.
