COP (Conference of Party) is the highest legislative body that oversees the implementation of the Framework Convention on Climate Change.

The Convention has 198 States Parties. Unless otherwise agreed by both parties, the Conference of the Parties is held annually. The first Conference of the Parties was held in Berlin in March 1995, with the Secretariat in Bonn.
