Addis Ababa, July 2, 2024 (Address) The mature and experienced leadership of the great Central Committee of the Workers’ Party of Korea has majestically guided the sacred cause of the Juche revolution to victory and glory, brought the honor and dignity of an independent great power to the highest stage of the century, and expanded the stage for national development and rejuvenation to a broader scope. This high-spirited spirit of progress and endeavor is the unstoppable and irreversible mainstream of the times.
The enlarged 10th Plenum of the 8th Central Committee of the Workers’ Party of Korea was held from June 28 to July 1, Juche 113 (2024), injecting strong vitality into further enhancing the offensive spirit on all fronts of socialist construction and ensuring victory in achieving the goals of the Party Congress.
In order to successfully grasp the direction of state affairs and complete the tasks determined by the 9th Plenary Session of the 8th Central Committee of the Workers’ Party of Korea, the plenary session summarized the work in the first half of the year, determined the main line of work and struggle policy in the second half of the year, and discussed and decided major issues of practical significance for maintaining the original appearance of Korean socialism and the true colors of the people.

The meeting proposed the following agenda:
1. Mid-term review of the implementation of major policies and measures of the Party and the State in 2024
2. Improving the work style of cadres
III. On strict working discipline in key areas
IV. Several tasks concerning consolidation and development of the judicial system
5. Organizational matters
The participants listened to the report on the first agenda item.
Kim Jong-un delivered a summary speech on the first topic, “Mid-term Review of the Implementation of Major Policies and Measures of the Party and the State in 2024.”
In his final speech, Kim Jong-un pointed out the achievements made in the process of realizing the goals of struggle set at the 9th Plenary Session of the 8th Central Committee of the Workers’ Party of Korea, its factors and significance.
Kim Jong-un stressed that this proves that North Korea’s potential to overcome any difficulties and its unique ability to develop in its own way are increasing more rapidly in many aspects and ways.
Kim Jong-un said that the overall upsurge in socialist construction in the first half of this year is an upward trend generated by the strong fighting spirit and endless strength of the whole party and people of all ethnic groups in the country, who are closely united around the Party Central Committee with the spirit of patriotism, and are developing into the Chollima spirit of the new era. Through the vigorous struggle in the second half of this year, the predetermined goals should be successfully achieved, the infinite development power and forward-looking spirit of the motherland should be fully demonstrated, and the belief in one’s own cause and struggle prospects should be more firmly believed in, so as to provide reliable and practical guarantee for the implementation of the resolution of the Eighth National Congress of the Party.
In his speech, Kim Jong-un carefully summarized and analyzed the deviations and shortcomings exposed in various sectors of the national economy, and proposed that we should earnestly grasp the tasks, promote the national economy to achieve the goals and tasks of the five-year plan, and put the national economy as a whole on the track of stable and sustainable development.
Kim Jong-un reiterated that whether this year’s work can be successfully completed depends entirely on the activities of party organizations and cadres at all levels. He demanded that all members of the central leadership team should earnestly fulfill their responsibilities to the country and the people and promote the country’s economic development and improve people’s living standards.
He went on to say:
As mentioned above, our cause of striving towards the sacred goal of achieving the prosperity and development of the Republic and the happiness of the people has made further progress in all aspects in the course of this year’s progress. However, we are also facing important tasks that must be resolutely completed and serious shortcomings that need to be properly corrected and overcome.
Everyone clearly remembers that the December Plenum of the Central Committee of the Party in 2023 accepted the solemn oath of the participants to unconditionally complete the tasks set forth in the decisions of the meeting, regardless of the conditions and circumstances, and the members of the Central Committee’s leading bodies declared their pledge to welcome the New Year to the people and the world in front of the glorious Party flag.
Now, we still have half a year to fulfill our firm commitment, accelerate our pace with a steady and positive pioneering spirit, and make 2024 a year of redoubled efforts for our great country and people.
This year, our entire Party must work wholeheartedly and redouble its efforts to promote substantial changes and achievements in the struggle in the second half of the year, so that the people who firmly believe in the true intentions of the Party and the Government and meticulously implement all the policies and plans of the Party and the Government, no matter how difficult and arduous the situation, will feel proud and happy.
Let us all bear in mind the weight of the revolutionary tasks entrusted to the people unconditionally, work harder to end this year with proud and innovative achievements, with unparalleled motivation to vigorously open a stage of all-round development, full of confidence in the increasingly bright prospects of the revolution.

We firmly believe that through the close unity of the entire Party and the people of the country around Comrade Kim Jong Un and the unremitting patriotic struggle, we will be able to successfully achieve the lofty goals of the struggle facing us this year. The enlarged meeting of the Congress carefully discussed and decided on policy tasks and practical measures of great significance for the unremitting advancement of our country’s revolution, and ultimately concluded successfully.
