Through the analysis and cross-checking of several documents on GalNet (Primature, Baba Aidara, etc.), Pdt Macky Sall granted the exploration license for the Cayar and St-Louis blocks to the company Petro-TIM Ltd (Decrees 596 and 597 and extended in 2013) in June 2012.

In July 2012, Pdt Sall’s brother Aliou Sall founded the company Petro-Tim Senegal. Aliou Sall and his company Petro-TIM Senegal were therefore unable to obtain the license issued in June 2012.

As far as we curious Tekhe understand, the company Petro-TIM Ltd “sold” part of the licenses to Kosmos (an American company listed on the stock exchange under the symbol KOS), which invested $ 200 billion in exchange for a 60% stake (our country Tekhe has not yet arrived and still cannot distinguish between interest and shares, but hey …).

Following the “Tekheian” logic, Aliou Sall (who our international Tekhe calls the owner of a subsidiary of Petro-TIM Ltd) finds himself in possession of 30% of the $200 billion (the famous $60 billion that Oumar Sarr and Decroix talk about on all the NetGal sites, especially Doudou Andy Ngom’s Xibaru and Mouth Bane’s MediaAfrik).

How is this possible? ? ? For this to happen, at least two realities are needed for Aliou Sarr to find himself with 60 billion dollars in his pocket, as Omar Sarr and Mamadou Diop De Croix “vow”:

  1. Kosmos Energy has in fact certainly offered $200 billion to the “shareholders” of the license in exchange for their new 60% “shares”.
  2. Aliou Sall must be the 100% owner of the company that holds the other 30% (which happens to be Timis Corp, according to ultra-credible US government documents)

However, the famous document published by Baba Aidara (actually an attachment to Kosmos Energy’s 10-Q filing in the SEC EDGAR database) states that Timis Corp holds a 30% stake, as shown in the following table taken from this ultra-credible official US government document:

Is it possible that the great Tekhe Gaye firmly believed that Aliou Sall was the 100% owner of TIMIS, excluding its true founder Frank Timis? We dare to hope not but curious minds would still like to know!

The same document does not mention the $400 million investment by Kosmos Energy. Wait a minute New York!!! How come a super-credible official SEC document doesn’t mention a US public company investing $400 million and putting money in the seller’s pocket in exchange for a 60% exploration interest?

Furthermore, the document 10-Q (to which Baba Aidara is attached) tells us that this $400 million is actually a work commitment. In fact, on pages 13 and 25 of this document it is written:

— Quote Starts —

In August 2014, we entered into a contracting agreement with Timis Corporation Limited, pursuant to which we acquired a 60% participating interest and operatorship in the Cayar Offshore Profond and Saint Louis Offshore Profond blocks offshore Senegal. Under the agreement, we will bear all costs of the planned 3D seismic program. In addition, if Kosmos chooses to drill two alternate exploration wells, we will bear all costs of both wells, up to a total cost of $120 million per well. We also retain an option to increase our interest to 65% in exchange for bearing all costs of a third alternate exploration or appraisal well, up to a total cost of $120 million.

In September 2014, we commenced a 3D seismic survey covering approximately 7,000 square kilometres of the Cayar Offshore Profond and Saint Louis Offshore Profond contract areas, which is expected to be completed in the first quarter of 2015.

Google Translate:

In August 2014, we entered into a transfer agreement with Timis Corporation Limited through which we acquired a 60% operating interest in the Cayar Offshore Profond and Saint Louis Offshore Profond blocks offshore Senegal. As part of the agreement, we will bear the full cost of the planned 3D seismic program. In addition, we will bear the full cost of two prospective exploration wells, up to a maximum total cost of $120 million per well, if Kosmos is selected to drill these wells. We also retain the option to increase our equity interest to 65% in exchange for the total cost of a third-party exploration or evaluation team, up to a maximum total cost of $120 million.

So, apparently, in a super-credible official document from the US government, Kosmos has committed $360 million (180 billion CFA francs) to drill 3 exploration wells, etc. In addition, the seismic survey (which started in September) will of course cost millions, and we can imagine that Timis Corp, as a business leader, will spend millions (just like FAR spent about $6 million to bring CAIRN and ConocoPhillips into the Sangomar block, the only block in Senegal where oil was discovered).

What about the CFA 60 billion, or $1.2 billion, in Aliu Sarr’s pocket? Zero, zero, nothing, no mention in these extremely reliable official US government documents. The financial statements in the 10-Q filings are clear: no such expenditures in 2014. Yahoo (Kosmos is listed on the US stock exchange as KOS) confirms.

Can we believe that, as our Tekhe International seems to have done, Kosmos Energy paid 200 billion CFA francs to fill the pockets of Aliou Sall, Frank Timis, Manitou and others, in addition to the more than 360 million dollars reported to the SEC as required by US law, and that this time they did not report to the very nosy, demanding and tricky SEC? Of course not!!! However, being the great Tekhe that he is, he wrote well in the article in Xalimasn: “These companies must therefore provide all information on the transactions carried out in the course of their business.” It should be remembered that would Kosmos risk delisting from the US stock exchanges because of the great potential of Senegalese oil, which has not yet been discovered in the blocks of Kayal and Saint-Louis? Of course not!

Therefore, Aliu getting $60 billion (or more according to the great computer scientists Oumar Sarr and Decroix of the Cyber Warfare Brigade) from Kosmos is actually impossible, as the propaganda of the Front for the Cult of Wade (FPCW) would have you believe.

So where did our planet Tekhe, like the many websites and media rebloggers that FPCW propaganda has acquired, get the logic to attribute $60 billion to Aliou Sall? Mystery and a hundred billion gumballs, but curious minds still want to know! So big Tekhe, the floor is yours, sorry for the microphone.

As for the possibility of tax evasion, we are sure that this excerpt from Section 48 of the Petroleum Law, raised by our great tax expert Tekhe, should reassure him and other zealous spokespersons and propagandists of the FPCW:

Article 48

The holders of the agreements or service contracts referred to in Article 8, paragraph 4, or within the framework of the agreements, as well as the companies associated with them, enjoy immunity during the research and development phase; from all taxes, duties and tariffs imposed in the interest of the state…

In my humble opinion:

– Either our great Tekhe did not read the document completely, but was in a hurry to convey a certain message and beat the competition, to get a scoop that would overthrow the “regime” of Pdt Sall and attract attention. In Anglo-Saxon journalism, we call this “shaping the news”.

– Either our great Teher did not understand Ben Franklin’s language well enough, leading him to a terrible misunderstanding, so Teher’s analysis is indeed wrong

– Either our great Teh is part of a group of people with bad intentions who do not realize that they are putting our country in danger for political gains.

Oil is a myth to many Senegalese, and these people could set the whole country on fire if a large portion of them believed that Pdt Sall had discovered oil in the country and that he had given 30% of it to his young people. The Aliou Sall brothers, and the other 13 million Senegalese only 10% (to use the fraudulent title of Aziz Seck of the Grand Place Wolfe)!!!

Many civil wars have been caused by less than oil

Our country, Senegal, is better than this, and we owe it more than this.
