A life full of commitment, a life full of service to others. We recognize this senior official, Foreign Minister in 2011, and UN expert at the time. Radhouane Nouicer has a wealth of expertise.
Born on December 29, 1947, he holds a Master’s degree in Public Law from the Tunisian Law School and graduated from the Tunisian National School of Administration. From 1971 to 1981, he served as Secretary General of Enit, and then led a delegation from the University of Tunisia to Washington (1981 to 1988), at the office of the Minister of Equipment and Housing.
In early 1992, Radhouane Nouicer joined the United Nations High Commissioner for Refugees (UNHCR) as a Senior Protection Officer in Baghdad, following the large movements of Iraqi refugees (invasion of Kuwait and liberation by international forces, etc.). After his assignment, he was appointed UNHCR Representative in Djibouti, Czech Republic and Syria.
At the end of 2001, Radouan Nuissel was appointed Deputy Director for the Middle East, North Africa and Central Asia at the UNHCR headquarters in Geneva, and was promoted to Regional Director for the Middle East, North Africa and Central Asia in 2007. At the end of 2010, he asserted his right to retire.
In early 2011, Radhouan Nouicer would be invited to join Tunisia’s transitional government as Minister of Foreign Affairs, bringing with him valuable expertise, particularly in managing the influx of refugees from Libya into Tunisia. The government team that was subsequently formed pledged not to participate in the legislative elections on October 23, 2011.
Radhouane Nouicer will be appointed by OCHA (UN Office for the Coordination of Humanitarian Affairs) as Regional Humanitarian Coordinator for the Middle East in Damascus following the Syrian humanitarian crisis in March 2012. He will then serve as Senior Advisor on the Yemen Crisis in Riyadh, as a member of the transition team for the new UN Secretary-General and other short-term assignments before being designated as an expert on Sudan.
