Practical tips for avoiding Argentinian satellites

The ISS made an emergency maneuver to avoid a possible collision with an Argentine satellite. He had to get out of the way. But apart from that, Argentina seems to be somehow supporting the satellite industry while “dodging” it and creating difficult conditions for manufacturing and export to the spaceports for launches. Contradiction, right?
