The Government, through the Political Review Committee, yesterday (August 12, 2024) began analyzing the program and budget proposals of the ministries and autonomous bodies, with the aim of preparing the final version of the draft bill on the General State Budget (OGE) for 2025, which will subsequently be submitted to the National Assembly. The Political Review Committee meeting will be held on August 27 at the Auditorium of the Ministry of Finance.
The Policy Review Committee is responsible for validating the strategic allocation of resources in the budget submission to ensure alignment with the commitments and objectives identified in the strategy document and to assess the feasibility of the FY2025 plan.
The Political Review Committee is chaired by the Prime Minister and includes the two Deputy Prime Ministers, the Minister of Finance, the Minister of Public Works and the Minister of Strategic Planning and Investment. The Secretary of State for Equality and Inclusion, the Director of the Institute for the Defence of Children’s Rights and a representative of the Timor-Leste Association of Persons with Disabilities will also attend the meeting as observers.
The Political Review Committee must ensure that the annual plans of the public administration services and entities are feasible and in line with the national priorities defined in the Strategic Development Plan 2011-2030, the Government Plan and the Medium-Term Plan, the annual plans of the public administration services and entities and any other political and strategic documents of the Government. The budget allocations for each service or entity must be in line with the respective annual plans and comply with the maximum expenditure limits previously defined for each budget line.
The Council of Ministers, at its meeting on July 17, 2024, determined the total amount of expenditure for each budget item of the OGE for 2025, with an estimated global value of US$ 1.8 billion.
The allocation of the total central administration budget ceiling in the OGE 2025 is made according to the sectors determined by the government plan and the National Strategic Development Plan, with the social capital sector receiving 38% allocation, followed by the institutional framework with 36%, infrastructure development with 16% and economic development with 10%.
The OGE 2025 legal proposal is expected to be submitted to the National Assembly on October 1, 2024.
