The first summer session of the fourth parliament will be held on June 9.
On May 20, the South Korean National Assembly held a preparatory meeting to review the agenda for the next session.
Parliament will consider the government’s budget appropriation bill for the 2024-25 fiscal year and the supplementary budget appropriation bill for the 2023-24 fiscal year.
The draft 13th Plan will be submitted to Parliament for approval.
National Assembly Deputy Speaker Sangay Kandu said that the merged 13th Five-Year Plan will be formulated after relevant committees review it and consider the suggestions of parliamentarians.
The Air Services Agreement between the Royal Government of Bhutan and the State of Kuwait will also be discussed.
The agreement is being reviewed by the Congressional Human Rights and Foreign Relations Committees.
Parliament will discuss the National Assembly of Bhutan (Amendment) Bill, 2024.
Lobsang Sangaykandu said there was an urgent need for some amendments to the bill to reflect changes in the working environment and ensure its effectiveness.
The Bhutan Impeachment Proceedings Bill 2024, to be introduced in Parliament, will apply to holders of constitutional offices.
Lozangsengay Khandu said the legal review working group has finalized the Impeachment Procedure Bill to establish a legal framework for impeachment proceedings.
The Prime Minister will also submit a State of the Nation report to a joint session of Parliament, including legislative plans and government priorities.
The Public Accounts Committee will present its review of the 2022-23 audit report and the 2010-22 audit report.
The House of Representatives is expected to move five motions during the session – Inconsistency between practice and intention of the Salary Structure Reform Bill 2022, Engineering and Accounting Cluster Services, Insufficient Human Resources in Local Governments, Crop and Livestock Insurance System, and Water Source Management and Protection.
Sangay Khandu said regarding the concerns about the effectiveness of cluster engineering and accounting services, the actual work has to be done in various sects.
Cluster services centralize engineering and accounting staff from various regions, autonomous regions or branches under one cluster office in each region or dzongkhag.
Sangay Khandu also said parliament would also discuss the shortage of local government engineers, teachers and health workers. The issue was raised by the Tsongkhapa Regional Council.
He added that farmers get frustrated when crops are lost to hail, floods, pests and diseases. He said the government should immediately develop a special system, namely a crop and livestock insurance system.
Regarding the issue of water source depletion, Lobsang Sengekandu said that the government should develop strong plans, strategies and new methods to manage and protect water sources, rather than a one-time small budget.
The preliminary meeting also discussed various issues raised by local governments and forwarded matters of an administrative nature to relevant ministries and agencies for follow-up.
