Following the decision of the extraordinary Council of Ministers on Monday, the Madagascar Parliament is preparing for a new extraordinary session from August 9 to 12. The move, formalized by presidential decree, is intended to comply with constitutional requirements, in particular Article 99, which requires the Prime Minister to present a plan for the implementation of the country’s general policies within 30 days of being nominated.

The recently reappointed Christian Ensay will therefore have the opportunity to present his course of action before the House of Representatives and Senators. Although the final composition of his government has not yet been determined, reliable sources indicate that ministerial appointments may take place before the presentation of the two houses.

This parliamentary summons provides the regime with an opportunity to strengthen ties with MPs and to engage in constructive exchanges and clarifications on the management of state affairs. It is also an opportunity for Christian Ntsay to demonstrate that his government is committed to respecting current legal standards, even as the process of forming its executive team is still ongoing.

The presentation of the government’s plans despite the uncertain political climate is undoubtedly a major challenge for the prime minister. By confirming that the agencies are ready to operate actively even without official appointments, Ensay is trying to maintain the government’s image at this critical time.

The upcoming debate could therefore not only determine the main political direction of Madagascar in the coming months, but also establish a new framework for cooperation between the executive and legislative branches. All eyes will therefore be on this extraordinary session, which could mark a turning point in Madagascar’s governance.
