The 10th Pacific Islands Leaders’ Meeting (PALM10) concluded in Tokyo, Japan, with leaders reaffirming their commitment to Japan’s Pacific Bond (Kizuna) policy and its alignment with the 2050 Blue Pacific Continental Strategy (2050 Strategy) through a Declaration and Action Plan.
The forum was attended by Solomon Islands Prime Minister Jeremiah Manele, Foreign Minister Peter Shanel Angovaka and Health Minister Paul Bosawai.
PALM10 Summit Co-Chair, Cook Islands Prime Minister Mark Brown, told a news conference after the leaders’ meeting that PALM is part of the Pacific region’s partnership with Japan.
“We continue to value this opportunity to discuss our concerns and priorities based on a shared commitment to an effective, open and honest partnership, and our Pacific leaders have been very clear that we will work together as a united region.”
Mr Brown said the PALM10 Declaration reflected the shared priorities and commitments of Pacific nations and Japan.

“I thank Prime Minister Fumio Kishida and Japanese government ministers and officials for their preparation and hard work in achieving the agreement our leaders reached today.”
Prime Minister Brown added that the Pacific region and its partners were working towards the 2025 Blue Pacific Strategy and needed to take action and pursue real partnerships.
Meanwhile, Japanese Prime Minister Fumio Kishida said Japan will continue to support development and peaceful cooperation in the Pacific region.
Japan will also contribute to strengthening connectivity across land, sea, air and digital space by building high-quality infrastructure, including submarine cables, he said.
He explained that they will further expand people-to-people exchanges to protect and strengthen human dignity.

“Japan will continue to promote cooperation in education, health and other fields, and further expand people-to-people exchanges through the current talent exchange and talent training programs between Japan and the region.”
The PALM10 Joint Action Plan approved by the leaders outlines specific actions that Japan and Pacific Islands Forum member countries will jointly take over the next three years in line with the seven priority areas of cooperation under the Blue Pacific Continent 2050 Strategy.
All JAP initiatives will take into account the national context of the countries where they are implemented and respect existing national processes, mechanisms and structures.
Throughout PALM10, PIF leaders committed to strengthening cooperation in several key areas, particularly political leadership and regionalism, climate change and disasters, oceans and the environment, peace and security, resources and economic development, people-centred development and technology.
The next PALM Summit is planned for 2027.
