Human rights activists are calling on Spanish authorities to investigate after a video circulated online showing a Spanish police boat running over a rowing boat with four people on board.

The incident dates back to Sunday when four people in a small rowing boat were trying to reach the Spanish enclave of Melilla in Morocco and were chased by a Spanish Civil Guard patrol boat. Video footage showed that the police boat even briefly ran over the rowing boat during the chase, causing at least one passenger to fall into the water.

Police told local media that no one was injured in the incident, adding that those on board were trying to enter Spain illegally.

The Moroccan Human Rights Association confirmed that no one had died, but called the Spanish intervention “violent and dangerous”. Later updates reportedly said the four had been arrested and handed over to Moroccan security forces. “However, to date, no investigation has been launched on the Spanish side, even though the Spanish are responsible and must be held accountable.”

On Tuesday, the Melilla-based NGO Solidary Wheels renewed its call for Spain to open an investigation into the incidents.

Spain’s left-wing coalition Soumar also publicly called on Interior Minister Fernando Grande-Marlaska to address the incident. Spokesperson Aina Vidal said: “What we saw in Melilla is regrettable and completely unacceptable.”

However, a source at the Interior Ministry told Euronews that an internal investigation was not being considered.
