The Hong Kong SAR Government is actively promoting digital transformation to improve the efficiency and convenience of public services.Digital Policy Officeannounced that the process of citizens using Smart Convenience will be simplified, allowing the use of mobile phones with NFC (near field communication) function to scan the new generation of smart ID cards, automatically read personal information and complete the registration of “Smart Convenience+”.
The new technology only takes about one minute to complete the entire process, greatly shortening the registration time. There is no need to register in person at designated locations, and registration and application for government services can be completed more quickly. This technological improvement not only enhances the user experience of citizens, but also helps to enhance the security and accuracy of personal data and reduce the risk of errors caused by manual data entry.
Driven by the new smart technology, the next step of the Digital Policy Office is to fully realize “one-stop service”. In the middle of this year, all licenses, services and forms involving applications and approvals can be applied, paid and obtained electronically. Applicants who are required to submit documents or obtain licenses in person due to laws or international practices only need to go to the government office once at most. Next year, these online services will be integrated into the smart mobile application to achieve true one-stop service. By then, citizens can submit applications directly in the application without having to go to the application or official website of the relevant departments to operate, which greatly improves convenience and service efficiency.
Although the new features bring a lot of convenience to the public, digital transformation still faces challenges, including the construction of technical infrastructure, data security, and improving the public’s digital literacy. Taking these challenges into consideration, the Digital Policy Office stated that in line with the target groups of the service and their general habit of using online services (such as young people), departments may actively consider only providing electronic service channels, such as the application of some university subsidies. These measures will be implemented according to the maturity of the time, aiming to facilitate the public while promoting digital transformation, providing a broader development space for Hong Kong’s innovative technology industry, and attracting technology companies to participate in public service innovation.
“One-stop service” may seem like a small step towards digitalization, but it is actually a big step for Hong Kong towards becoming a smart city.
