Kanebo Vargas Campos, former head of the Lima metropolitan area of ​​the National Cunamas Program (2021-2022), is also accused of incompatible negotiations.

Those involved will discuss a request to Boluarte to appoint family members in exchange for support in the first and second rounds of the 2021 campaign.

According to the audio, Nicanor Boluart will propose the appointment of his alleged niece “Vicky” to a certain ministry, which, according to the prosecutor’s office, will be Midu after she supports the campaign.

From another audio, there will appear a proposal by Víctor Torres Merino on the possible appointment of a director (unidentified) to the local administration (unspecified).

Meanwhile, in a second audio clip from Torres Merino, he can be heard saying he will “fight” for the direction of the Peruvian Sports Institute (IPD).

However, in another conversation that prosecutors believe was from Kanebo Vargas Campos, he said he recommended that “a family member” who belongs to the National Commission for the Integration of People with Disabilities (Conadis) join a state entity (unspecified).

Therefore, after analyzing the facts described, the prosecutor believes that the suspected crime of negotiating incompatibility has the elements that should be investigated.

“It has been verified that there is a certain minimum suspicion of criminal acts involving: Maritza Sánchez Perales, Nicanor Boluarte Zegarra, Víctor Torres Merino and Kanebo Vargas Campos; therefore, it is preliminarily considered that the actions of the above-mentioned categories of contractual stakeholders (MINEDU, MIDIS, IPD, etc.) will be linked to the suspected crime of incompatible negotiations, without excluding the possibility that, depending on the progress, this preliminary investigation may later identify other crimes suspected of being committed within our special jurisdiction.”

Prosecutor Caballero Miranda also ordered the Lima Metropolitan Regional Education Directorate (DRELM) to send, as a matter of urgency, a report on the possible existence of an employment relationship with Mariza Sánchez.

Likewise, it asks the Ministry of Education to send a detailed report on Victoria Dávila Boluarte and Víctor Torres Merino, specifying any employment or service relationship with the Ministry or one of its affiliated entities (Basic Education for All Program, etc.).

The Ministry of Development and Social Inclusion (Midis) must also send information about any employment relationships or services that Víctor Torres and Kanebo Vargas have or have had; the Peruvian Sports Institute (IPD) must do the same for Torres; among other tasks.

El Comercio sought a version of Nicanor Boluarte’s legal defense, but lawyer Luis Vivanco did not respond until the end of this report.

Sanchez questioned that the prosecutor’s office opened this and other investigations only after he made statements about cooperating with justice and that he had recently received notice of new investigations after showing interest in participating in political life.

The investigation began when the Attorney General’s Office handed over part of its investigation into President Dina Boluarte’s alleged appointments and favoritism in the provinces of Medis and Medou to people who supported her candidacy, according to various audio recordings of those involved that were circulated at the time.

For this reason, Attorney General Juan Carlos Villena, in a ruling dated March 21, 2024, considered that “the alleged illegal actions of Nicanor Boluarte Zegarra, Maritza Sánchez Perales and Kanebo Vargas Campos, arising from the alleged involvement in matters related to the final incorporation of persons into state entities requested and instructed by Marítza Sánchez Perales” do not fall within the jurisdiction of her Office.

“The Office of the Attorney General does not have the power to hear complaints based on the stories they present; it is necessary to refer them to the competent tax authorities so that they can process them. Likewise, it is important to note that if any misconduct is discovered on the part of senior officials who enjoy the privilege of impeachment as a result of the actions of the competent tax authorities, a certified copy will be sent so that it can be processed accordingly,” said Villena Campana.
