Fourteen ministers from the previous government of Christian Ntsay were reappointed, mainly the Minister of State Sovereignty. In fact, Andry Rajoelina preferred to reappoint those he considered experienced and whom he trusted to carry out the country’s overall policies.
Armed Forces Minister Lala Monja Delphin Sahivelo was reappointed, Rasata Rafaravavitavika returned to the Ministry of Foreign Affairs, Rindra Hasimbelo Rabarinirinarison to the Ministry of Economy and Finance, Naina Andriantitohaina to the Ministry of Decentralization and Regional Planning, Marie Michelle Sahondrarimalala to the Ministry of National Education, Olivier Jean-Baptiste to the Ministry of Energy and Hydrocarbons, Max Andonirina Fontaine to the Ministry of Environment and Sustainable Development, Herindrainy Olivier Rakotomalala to the Ministry of Mines, Tsimanaoraty Paubert Mahatante to the Ministry of Fisheries and Blue Economy, Professor Zely Arivelo Randriamanantany to the Ministry of Public Health, General of Police Herilala Rakotoarimanana to the Ministry of Public Security, Valéry Ramonjavelo to the Ministry of Transport and Meteorology, Hanitra Fitiavana Razakabaona to the Ministry of Labor, Employment and Civil Service and Lieutenant General Andriantsarafara Rakotoarimanana to the Ministry of Transport and Meteorology.
New faces, at least for now, are number 13 on Christian Ntsay’s staff. Benjamin Alexis Rakotomandimby has been named the new Keeper of the Seal at the Ministry of Justice. François Sergio Hajarison has been named Minister of Agriculture and Livestock, Richard Théodore Rafidison Minister of Public Works, Viviane Dewa Minister of Tourism and Handicrafts, and Stéphanie Delmotte Minister of Digital Development, Posts and Telecommunications. Lalaina Andrianamelasoa is in charge of the Ministry of Water, Sanitation and Hygiene.
Niritsoa Harinandrasana Rahajavololoniaina has been appointed Minister of the Interior, while Chaminah Loulla will be in charge of Higher Education and Scientific Research. Marie Marcelline Rasoloarisoa has been appointed Minister of Technical Education and Vocational Training, while David Ralambofiringa will be in charge of the Ministry of Industrialization and Trade. Aurélie Razafinjato retains her position at the Ministry of Population, while Abdulah Marson Moustapha becomes the new Minister of Youth and Sports. Finally, Volamiranty Donna Mara has been appointed Minister of Communications and Culture.

In addition to these 27 ministers, there are two secretaries of state in the Presidency, Gérard Andriamanohisoa, in charge of new cities and housing, and Tahina Razanamahefa, in charge of food sovereignty.
