New directions for decentralization and local development in 2024

Niger’s Minister of Interior, Mohamed Toumba, announced several new directions aimed at strengthening decentralization and local development on August 9, 2024. The measures were presented on the occasion of the African Day for Decentralization and Local Development, which is celebrated annually by the African Union member states.
The theme of this year’s day is: “Building a solid education and training system at the local level, rooted in African realities”. The Minister stressed that his department is committed to reviewing the local governance system and adapting it to current needs in order to build a new Niger. He mentioned that after more than a decade of implementation, the analysis of the decentralization process showed a huge gap between achievements and planned goals, and that governance is often marked by poor management of resources.
In response to these findings, the Ministry began to review the fundamental texts of decentralization, in particular the General Law on Local Authorities. In addition, an order was issued to dissolve municipal councils and appoint authorized administrators responsible for the management of municipalities, while reorganizing certain communities to improve their economic vitality and management.
To promote transparent and participatory governance, advisory committees have been set up in each municipality, involving all socio-professional levels. The abolition of local authorities at the regional level aims at the rational use of resources without hampering socio-economic and cultural development supported by the State and financial partners. These activities will now be coordinated through inter-community coordination under the supervision of the governor or prefect.
Finally, the Minister stressed the importance of citizen participation and regular meetings of the Regional Consultative Committee for Territorial Administration, as an important framework for monitoring the implementation of development plans and adjusting priorities according to available resources. The celebration of this day reflects the commitment of the Nigerien authorities, especially the President of the CNSP, General Abdourahamane Tiani, to meet the legitimate expectations of the people.
