The proposed resolution adopted by Caledonia Co-opted was not unanimous, but by a large majority. The text, adopted on Wednesday, August 28, provides 500 billion francs to rebuild New Caledonia over five years.
40 votes in favor, 1 against, 8 abstentions: the draft resolution adopted by the Caledonian Band received a majority in Congress today. Different groups have proposed 31 amendments. Loyalist groups are asking the state to speed up the projects that have already been announced. “In this way, the projects that the State has already announced: prisons, agricultural high schools, and possible projects implemented in the community, can all be financed by the State and provide jobs for Caledonians, as we need today to avoid a major humanitarian crisis.”” Philippe Blaise explains for the cross-group “Les Loyalistes”
The rally demanded that all elected officials be committed to the safety of Caledonians. “This was achieved through an amendment in which all the signatory groups in Congress pledged to do everything necessary to restore calm and public order and tranquility in Caledonia”” explains Virginie Ruffenach, President of the Rassemblement Group.
On the side of the separatists, the FLNKS and nationalist groups voted in favour of a revised text that would give the voice of Congress to the nation. “We are delighted to see the recognition from all the groups”Pierre-Chanel Tutugoro, Group President.
But note that the United Nations abstained from the vote. For Jean-Pierre Jaive, president of the group, New Caledonia must make the reforms demanded by the country and implemented by the government of Louis Mapou. “We did not vote against the draft resolution because we agree: the participation of the State is needed. But we said that we all need to be part of the process initiated by the Government of New Caledonia so that we can have a strong voice to say to the State.”
After its adoption, the text will be transmitted to the State. The Assembly requests the President of the Republic to appoint an interministerial committee in charge of protection and reconstruction after appointing the Prime Minister.
As a reminder, broadly speaking, this five-year plan will include:
- Compensation for losses of customs, taxes and social revenues over a three-year period
- Ensure funding for some or all unemployment benefits after December 31
- Facilitate the reconstruction of destroyed businesses and public infrastructure
- Saving social security, health care, public transport, social housing and even electricity production systems
