The Federal Bureau of Investigation (FBI) and the National Cyber Mission Force (CNMF), working closely with the AIVD, MIVD, and the National Police, disrupted a Russian digital campaign aimed at influencing public debate in the United States. This took place on a Dutch server.
AIVD and MIVD believe that the Russian government is likely involved in the development of the software used in the Russian campaign. This allows you to create fictitious social media profiles. These profiles are then used to carry out digital influence operations.
Minister of Defense Reuben Brekelmans: “Together we must protect our democracies from Russian interference. Cyberattacks are constantly happening in our country due to our excellent digital infrastructure. Our Dutch services MIVD and AIVD help our American partners disrupt Russian influence operations. This is a great example of joint action: something we can be proud of.”
Interior Minister Judith Uetmark: “The AIVD and MIVD have long warned against covert influence by countries such as Russia. With this operation they have shown that they are able to act on it and offer a friendly service. Even if the influence takes place in another country and uses Dutch infrastructure. Hats off to you, thanks to the efforts of many people this has been stopped!”
Dutch intelligence also believes that the software is likely to be used by Russia to influence public debate in the U.S. There is no indication that offensive cyber activity is being used to influence public debate in the Netherlands or other European countries.
Mitigating threats
AIVD and MIVD will publish joint findings with US authorities. The aim is to improve the resilience of social media platforms. The Cybersecurity Advisory (CSA) contains characteristics of digital influencer operating software. Social media companies receive recommendations on how to detect the software and mitigate the threat.
For some time now, the AIVD and MIVD have been warning about the risk of abuse of Dutch infrastructure by state actors. Identifying and countering covert influence is an important power of the armed services, as well as a mission of the armed services.
