Eurostat found that by 2023, nearly 20 million children in the EU will be at risk of poverty or social exclusion.
The overall figures mask huge differences across the EU. Romania and Spain are the most at-risk countries in the bloc, at 39% and 34.5% respectively.
By comparison, Slovenia has the lowest rate at 10.7%, Finland at 13.8% and the Netherlands at 14.3%.
The ‘risk of poverty or social exclusion’ (AROPE) figure combines the risk of poverty figure with measures of severe material and social deprivation and or living in a household with very low work intensity. Even if people fall into more than one category, they are only included once.
The material deprivation index is based on whether a family is deprived of one-seventh of its 13 itemswhich includes indicators such as the ability to pay bills based on default on basic utility or rent payments, the ability to heat a home or whether an adult has two pairs of shoes that fit. The estimate is based on half of the adults in the household (for which information is available), so a child in that household is considered to be deprived of one of the listed items.
this European Action Plan for the Pillar of Social Rights The goal is to lift 15 million people out of poverty or social exclusion by 2030, of whom at least 5 million should be children. The coronavirus pandemic and inflation have made this goal even harder to achieve, and the latest data from Eurostat shows just how difficult it will be.
European Commission President Ursula von der Leyen speaking Political guidelines 2024-2029 Her report to the European Parliament (18 July) pledges to develop “the first ever anti-poverty strategy in the history of the European Union”. The guidelines also call for a new action plan on the implementation of the European Pillar of Social Rights, giving new impetus to progress towards social equity.”
