National port strategy under the diagnosis of the autonomous port of Dakar

The seminar was attended by the Secretary General of the Ministry of Fisheries, Maritime and Port Infrastructure, Mr. Bassirou Ndiaye (representing the Minister of Fisheries who was unable to move), Ms. Fatou Diouf, the Director General of the Autonomous Port of Dakar, Waly Diouf Bodiang, as well as his collaborators, the General Manager of the National Maritime Affairs Agency (ANAM), represented by its General Manager Achille Guèye, the General Manager of the Naval Repair Infrastructure Company (SIRN), Saliou Samb, the General Manager of the Senegalese Maritime Activities Union, Commander Makhtar Fall from the Senegalese Ports Participants Association (CAP Senegal), and representatives of the Port of Bruges/Enabel, accompanied by a delegation from the Port of Enabel.

The main purpose of the workshop was to allow the Autonomous Port of Dakar to contribute to the National Ports Strategic Study before the official return of the document.

The workshop will serve as a roadmap for managing the impact of Decree No. 353 2023 of February 21, 2023, which, among other tasks, entrusts the management of the Port of Dakar, Senegal’s public port, to a national autonomous company while putting it into operation in the Senegalese National Plan.

This support must also be inspired by the strategic directions promoted by the new authorities within the framework of this project to achieve a united, prosperous and sovereign Senegal.

Wali Diouf Baudion, director general of the Autonomous Port of Dakar, noted that the workshop produced clear, inclusive and coherent conclusions that will contribute to the creation of an integrated port, logistics and industrial hub in Senegal.

At the end of two days of work, the National Ports Strategy document, thanks to the reading and input of the Autonomous Port of Dakar, has resulted in an inclusive, consolidated, improved document that reassures everyone and, above all, allows us to move forward. The General Manager of the Autonomous Port stressed that the document that returns to the highest authorities will have an innovative approach in order to have a strong Port Authority that optimally manages and operates the port platform, following the example of countries such as Nigeria, Ghana and Morocco. The development of such a consensus document will bring Senegal closer to international standards in the port sector. Director General Waly Diouf Bodiang estimated that the success of the National Ports Strategic Plan will also require good collaboration among all stakeholders in the ministry.

The Director-General of ANAM, the representative of ENABEL/PAOBI, the Secretary-General of the Ministry of Fisheries welcomed the holding of such a workshop, which helps to establish new milestones around an inclusive approach, leading to a very coherent document.

The seminar requested by the Autonomous Port of Dakar has made the National Port Strategy a reference document for the direction and management of the maritime and port sectors. Senegal will become a leader in port hubs in the maritime sector in the subregion and on the African continent.
