On August 23, 2024, the Ministry of Rural Development (MRD) paid a visit to the Governor of Chowasser Province, Harrison Pitakaka.

The team held consultations with the Choiseul Department government and stakeholders in Taro on the Drafting Notes on the 2023 Draft Regulations of the CDF Bill.

The courtesy visit enabled the MRD to apprise the provincial government on the implementation of the Constituency Development Fund (CDF) Act, 2023.

The Deputy Technical (Oversight) Secretary of the Ministry of Human Resources Development, George Balairamo, also told Prime Minister Pitaca that the current oversight exercise was part of the ongoing reform process of the Ministry of Human Resources Development to improve and strengthen the CDF governance mechanism.

This consultation was crucial to gain valuable insights and input from the Choiseul government on the new regulations.

In his response, Prime Minister Pitaca expressed satisfaction with the current legislative reforms and work of the MRD, especially the recent passage of the CDF Bill 2023 and now the regulatory consultation. “On behalf of my administration and the people of Choiseul, I am very pleased to see the excellent work done by your ministry on this very important bill. Today, I am very pleased to welcome you to our headquarters in Taro to continue working on strengthening the CDF Bill 2023.”

Prime Minister Pita Kaka said he looked forward to the day when the new regulations would finally be enacted and promote good governance, transparency and sustainable development in the country.

Upon completion of the current initial priority consultations, which are expected to take place by the end of September, the MRD will submit a “drafting instruction” to the Attorney General’s Chambers (AGC).

Consultations on the 2023 CDF Bill regulations began in Honiara on August 2 with the Integrity Agency, followed by Guadalcanal Province on August 7, 2024, and Chowashor Province on August 23, 2024. Consultations on Makira Province will continue this week.
