The Department of Rural Development (MRD) is moving towards a leadership-led change process to encompass a more comprehensive net development effect of the Constituency Development Fund (CDF) to create national development momentum, said MRD Secretary Rollen Seleso.
Minister Seleso was speaking at the official opening of the four-day induction training for constituency officers, which is currently underway at the Solomon Islands National Aquatic Centre (KGVI Sports City) until next Monday (August 19).
“MRD is leading the implementation of the CDF Bill 2023, which is a leader-led change. This creates a high level of structural and organic synergies and net effects that confirm the enhanced ownership, responsibility and commitment of Solomon Islands as a leader-led change identity. This will be a watershed moment for purposeful downstream processes and people’s transformation. This enhances new understandings and perceptions that are essential to take a more considered posture and stance to move away from delivery and development approaches and create a positive environment,” he stressed.

He said: “MRD will introduce supporting legislation later in 2024 to ensure and systematically validate the 2023 CDF Act, policies, strategies and resources as the most accessible SIG resource in Solomon Islands to leverage and mainstream collaborative, equitable, sustainable and resilient visible network development, ensuring that every Solomon Islander has access to direct or positive contextual opportunities.
“MRD officials, I sincerely ask each of you to rise to the mark. You are the institutional interface between MRD as an arm of government and the political leadership of Solomon Islands. You will face pressures. However, it is important to recognise that your role is vital in facilitating MRD’s political capital to bring new momentum to Solomon Islands.
He said: “I look forward to your critical engagement with your constituency councillors, relevant constituency development committees and constituency members and stakeholders to secure and plan for stronger partnerships and collaborations to accurately identify priorities and define the path forward for the next four years.”
Councillor Selezo stressed to all in attendance: “…you are all MRD officers! It is vital to understand that. Together we make up the MRD and are collectively responsible for achieving the specific SIG goals and services assigned to the MRD.

“I congratulate all the constituency officers on their appointments. Each of you has been assigned an important position and post to carry out national duties under the authority of the MRD. I ask each of you to weigh this in your mind and heart and recognize and understand what it means.
“It is very important that you are participating in this training. I want to emphasize that this training is for the entire Department of Rural Development. You are all officers of the Department of Rural Development. You are all learning together and you must be on the same page. It is vital that you stay in learning mode throughout the training.
“MRD must build a coherent system that can work, collaborate and influence network development with SI. Therefore, your appointment and this training is a key point for MRD to implement the 100-day policy priorities of the Government of National Unity and Transformation (GNUT) government. It is also an important cornerstone of the respective comprehensive 4-year constituency development plans,” added Minister Seleso.
Minister Seleso wished all staff a successful training and looked forward to witnessing and feeling the new momentum of MRD.
