He noted that since Russia’s full-scale invasion of Ukraine, the United States has insisted that its goal is to help Ukraine defend its territory and survive as a sovereign state. But all suggestions that the war could shift to Russian territory are considered dangerous.

After the Kursk region breakthrough, Ukrainian President Volodymyr Zelensky disparaged the limits imposed by the United States on Ukraine’s war efforts, denouncing the “naive, illusory concept of so-called Russian red lines that dominated some partners’ assessments of the war.” The Ukrainian president said the concept had been “broken.”

“But has it collapsed? The difference between Washington’s caution and Kiev’s adventurism reflects not only a difference in analysis of how far Vladimir Putin can be pushed. It also reflects a subtle difference in war goals. At the beginning of the conflict, US President Joe Biden gave his administration two goals, the first was to support Ukraine and the second was to avoid World War III. If the United States had to choose the latter, Biden even hinted that Zelensky might deliberately try to drag the United States into World War III,” Rahman pointed out.

He said Washington and Kiev have different “risk appetites.” The U.S. has been cautious about the types of weapons it provides to Ukraine. When HIMARS was first delivered to Ukraine, the Biden administration placed restrictions on its range. It wasn’t until May that Washington allowed the use of U.S. weapons against targets inside Russia. But those bans remain in place, even though the Ukrainians have been seeking to have them lifted.

It is worth noting that Washington is currently cautiously optimistic about the Kursk offensive, but there are still doubts about whether Kiev’s army can hold its ground and resist Russia’s attacks in eastern Ukraine.
