Things are not looking good for Nbarara Mayor Robert Mugabe Kakibezi’s camp after his diehard fan and political aide Caroline Kyoshabile was arrested on charges of fraud and impersonation.
According to sources, Kyosabire, also known as Caro Kakyebezi, was detained on Thursday, July 18dayIn 2024, at Nbarara Central Police Station, SD Ref: 75/24/6/204, she was accused of extorting 3 million from a businessman.
Nbarara businessman Moses Rutaboorwa has filed a police case alleging that Karo swindled him of Sh3 million by posing as a public planner for Nbarara.
According to the allegation, the whole incident started when Rutaboorwa was seeking legal documents from the Mbarara City Council to build a lockup structure near Global High School. While looking for the city’s physical planner, Caro Owarugaba, he was misled and instead contacted Caro Kakyebezi, who posed as the physical planner of the Mbarara City and tricked him into paying a fee through her so that he would receive a letter allowing him to build the temporary structure.
After the deal was done, the Mbarara City Council enforcement team forcibly demolished the same building of Global High School. Rutaboorwa claimed that he invested about Sh17 million to build what he called a modern prison, including Sh3 million he paid for the security of the prison.
“I paid three million in cash to this so-called Caro Kakyebezi and paid the money to her at the Nbarara City Council site where one of my friends, Mushabe Edson, is the deputy mayor of Nbarara North.
“The reason why I was confident in paying the money to Carlo was because I asked one of my friends about the physical planner of Nbarara City and they told me her name was Carlo.
“So when I met this so-called Carlo Kakibezi, I had no idea that she was a political assistant to Mayor Kakibezi and she was posing as a physical planner for the city.
“I trusted her and paid the money because I knew she would proactively deal with my matter as I was applying for a letter for my temporary accommodation.
She asked me to give her $3 million and she would pay $2.8 million from the bank so that she could also withdraw £200,000 for the service and she promised to bring me my documents so that I could start the operation, which made me believe that she would do the job for me,” said Rutaboorwa.
“To my shock, after paying her, one of my friends told me that I had paid the wrong person. That’s when the enforcement team suddenly barged into my house and demolished my property. This forced me to file a lawsuit against Carlo to get my money back. I will not allow my money to be taken away like this,” he added
However, when Jingsabile was arrested, she was later released on police bail. Both parties were asked to coordinate and negotiate outside the police.
“I wanted them to give me some deposit before she comes out of the cell, but I kept my cool. However, she did not accept the charges, claiming that I did not give her any money. I will wait until next Tuesday, if she does not resolve my problem, we will go to court and the law will take care of it. I don’t want anyone to involve me in their politics. All I care about is the money, I need to get my money back. I gave them room for negotiation. Let them take my money and leave the rest to us,” said Rutahowa
Nbarara Town Secretary, Assey Abireebe, told this publication that he has been hearing complaints from Caro Kakyebezi and members of the public on the issue of extortion through physical planning.
