“Before the incident, my brother was detained in correctional facility No. 8, located in the village of Petrovka, Moskovsky District. While in IK-8, from January to April 15, my brother was tortured and extorted by a member of the organized criminal group Dokturbek uulu Uluk in the amount of 3 million som. Dokturbek uulu Uluk had an informal official (who supervised the zone). While in IK-8, my brother contacted the colony administration several times. But the colony administration, more precisely, the head of the IK-8 Bepinov Azamat and the head of the operational department Islam Satarovich agreed with them and everything was in vain,” the man said.
