Ugandan President Yoweri Kaguta Museveni has exposed the main perpetrators of corruption in Uganda.
The President said corruption in the country was currently being caused mainly by the Permanent Secretaries, Chief Administrative Officers (CAOs), Town Secretaries and Gombolola chiefs.
“These four people are in charge of government money, personnel, jobs and procurement in Uganda. So, corruption is happening because of these four people and unfortunately, they have let themselves down, but we are here. I have your support, the support of the freedom fighters and victims is also there, so the three of us will crush corruption,” he said.
President Museveni made the remarks today as thousands of people gathered at Kololo Independence Square to celebrate his achievements and legacy.
He also disclosed that he was disturbed by reports that the District Service Commission was asking for money from ordinary Ugandans to provide them with jobs.
“In fact, I am going to Kagadi to investigate the case myself. How could such a thing happen? You (the victims) should report it and we will deal with such people.”
President Museveni also warned Western forces that seek to undermine the situation in Uganda and create instability, saying he would not allow this to happen.
“All the achievements we have made so far should not be destroyed by selfish people. We cannot allow such people to destroy our peace,” he warned.
At the same event, President Museveni thanked the National Resistance Movement (NRM) Secretariat for organising the event.
“I want to thank Her Excellency Rosemary Seninde and the NRM Secretariat for organizing this event. You say you recognize Yoweri Museveni’s contribution but you should say you recognize the work of the NRM. Yoweri Museveni could not have done this alone. Yoweri Museveni was part of the student movement in the 1960s, he was part of FRONASA that fought Idi Amin, he was part of the NRM, part of the Uganda People’s Defence Forces, part of the NRM, so that is what we are celebrating here, not Yoweri Museveni alone. In the future you can remember that groups like the NRM’s Historical Command were also involved,” he asserted.
President Museveni told the Ugandan people that under his leadership, the National Resistance Movement government had successfully led Uganda with the correct ideology of the party.
“I would like to take this opportunity to remind you that when FRONASA and NRA came on the Ugandan political scene in the 1960s, there were differences in views, strategies and thinking between the two parties. The line that the NRM has taken is what we call the ‘mass line’, which means that whatever we do, we will consider the masses. Previously, this line and focus was only on elitism. The NRM has always stood on the side of the common people and the elites,” he explained.
President Museveni further highlighted to the masses the achievements of the National Resistance Movement Government since it came to power in 1986.
“In terms of security, I can say that the National Resistance has implemented the concept of security for all, because remember our ranks are the ranks of the masses. We have also been able to carry out mass immunization, and as I speak today, 14 vaccines are being administered to the population. We started with six and now we have 14, which is why you heard that some diseases have been stopped. We have also expanded the health infrastructure to the lower counties,” the President said.
President Museveni further noted that the government has succeeded in providing free education to all Ugandans and that they intend to completely abolish fees in public schools.
“Some school administrators have been re-raising these allegations but this is not true. Now, I report to Maama Janet that there seems to be a massive theft of funds in the education system. If we eliminate corruption in the education system, we will be able to give all children free education in public schools. All of you here, supporters of the NRM, it is your responsibility to ensure that when we are ready, we should abolish fees in public schools and in order to do that, we must eliminate all corruption in the education system,” he explained.
Speaking about prosperity for all, President Museveni said the country is moving in the right direction and the government has established channels to help Ugandans participate in wealth creation.
“Those who listened to the message of the NRM have made progress. I am happy to see that you appreciate what the NRM has done and I hope those who have not yet participated in wealth creation will participate and make sure you are in commercial agriculture, industry, services or ICT sectors.”
He also called for the consolidation of the East African Common Market to ensure market stability for products and services in the region.
The President also warned against illegal land evictions in the country, reiterating that such practices were unacceptable and that the government would do everything to protect vulnerable tenants.
The First Lady and Minister of Education and Sports, Mama Janet Museveni, thanked God for choosing President Museveni to lead and build Uganda for the past 38 years.
“God has been very kind to Uganda because he determines what happens on earth. He is the creator of life and he protects life, so he determined the situation Uganda is in now and chose Yoweri Museveni to lead and build Uganda,” she pointed out.
The First Lady also commended the President for always seeing the goodness in the Ugandan people, a quality that has enabled his administration to better plan for the country.
She also disclosed that universal primary and secondary education is one of the ways in which the government is working to strengthen the weakest links of Ugandans to ensure that ignorance becomes a thing of the past.
“I know it hasn’t been able to achieve all of its goals yet, but we still believe it will achieve them soon,” said mom Janet.
Mama Janet presented two Ankole bulls, a traditional stool and a spear to President Museveni on behalf of the Ntungamo District Executive Committee.
Prime Minister Robina Nabanja thanked the people of Uganda for their love for President Museveni, which she said was evidenced by the large number of people who gathered in Kololo to celebrate his achievements.
The Secretary General of the National Resistance Movement, Richard Todwan, thanked President Museveni for his wise leadership that has enabled him to transform Uganda’s society and economy.
“We thank you for your service to this country and we pray that God will continue to give you health and strength to help us get through this difficult time. Your Excellency, we are glad to celebrate and thank you today. Your Excellency, we can celebrate you in many ways because under your leadership, everyone in Uganda has found space to do something,” Todwang said.
“Because of the peace and stability in this country, families are stable, the country is stable, and the economy is growing. We thank you.”
Mr. Rosemary NansubugaSeninde, Director of Mobilisation of the Uganda Resistance Movement, who led the team organising the event, told the President that they decided to appreciate and celebrate his legacy because his immense contribution to the development of Uganda deserved recognition.
“We thank you for your sacrifices over the years as a leader in the service of humanity, you have achieved so much that has benefited not only Uganda but the entire region. Your Excellency, good work deserves recognition. We celebrate your achievements and legacy. Your Excellency, in our culture, we believe in the importance of appreciating people who do good. We thank you for your outstanding leadership, Your Excellency,” said His Excellency Seninde.
“We are organizing this event because our people need to know our past in order to understand the present and thus plan for the future. Your Excellency, you have seen this country from afar.”
Also present at the event were Vice President Jessica Alupo, First National Vice President of the National Resistance Movement, Alhajji Moses Kigongo, Ministers, Members of Parliament, religious and cultural leaders, members of the diplomatic corps and other dignitaries.
