Lisbon City Hall must pay 1 million euros for leaking data on anti-Putin protesters in a 2021 case, the Lisbon Administrative Court ruled on Wednesday (August 7).
In June 2021, the Portuguese capital admit It handed over the personal data of three organizers of anti-Kremlin demonstrations to the Russian Embassy in Lisbon, an incident that became known in Portugal as “Russiagate.”
The activists were organizing a demonstration outside the Russian Embassy in Lisbon in support of the late political dissident Alexei Navalny. Arrested in January 2021 After returning to Russia.
The activists, three Portuguese citizens, two of whom hold dual Russian citizenship and are dissidents of Putin’s regime, argued that the Lisbon city council had endangered their safety and that of their families in Russia by publishing their data.
Under Portuguese law, organisers of such protests must send their personal information, including name, ID number, address and phone number, to the city council, which then sends the same data to the police and “competent authorities”.
The city council apparently interpreted those rules to mean that it had to send the data not only to the Portuguese police but also to the Russian Embassy in Lisbon, where the protests took place.
Today, three years later, the Administrative Court of Lisbon ordered the municipality to pay a fine of €1,027,500.
“Lisbon City Council confirms that it has been informed of the judgment of the Administrative Court of Lisbon, which requires the City Council to pay 1,027,500 euros,” said Lisbon Mayor Carlos Modas Written on X.
He added: “The city council once again regrets the heavy legacy left by the previous Socialist administration and its significant impact.”
The ruling comes after Lisbon City Council appealed a €1,250,000 fine initially imposed on it by Portugal’s National Data Protection Commission (CNPD).
The Administrative Court of Lisbon ruled that some of the offences that led to the CNPD fining Lisbon City Council were time-barred and therefore reduced the amount of the fine by €222,500.
