Rajab Rehabilitation Center:

To this day, the authorities are unable to curb the occupation of sidewalks and roads in many neighborhoods of Damascus, especially in Mezzeh 86. Perhaps most striking of these occupations are the iron chains with locks and the placement of cars, tires and other concrete barriers that prevent cars from parking except for those that can reserve a spot with these chains.

Over the years, the Mezzeh 86 Municipality Council has periodically launched campaigns to remove these occupations, but there has been no fundamental solution, and the owners of these occupations have returned them as if nothing had happened, which has been confirmed by many people. The homeowners of Mezzeh 86 are unhappy with the placement of these chains, as it has caused inconvenience to many residents.

It is noteworthy that the spread of this phenomenon is no longer limited to random residential areas, but has begun to spread even in organized residential areas, and at the same time, ridiculously, these violators have become like real owners. They have installed iron chains and iron blocks on the streets and locked the roads with locks, so that many violators have begun to rent these spaces to car owners on a monthly or daily basis. The monthly rent for parking spaces in informal housing areas (such as the Mezze 86 neighborhood) reaches 300,000 liras per month, of course this amount will increase depending on the location of the reserved parking lot.

Another thing is that these occupations have become the main factor in the increase in housing prices in these neighborhoods. Zuhair, a house hunter in the 86 district, stated that most of the real estate offices I go to are for house hunting. For me, we offer houses with reserved parking spaces, which increases the price of the house to about 3 million liras and above, depending on the location of the house and the space reserved for parking spaces. In fact, the Mezze 86 Municipality always tells us that they are carrying out campaigns to remove these occupations, but anyone who tours the neighborhood will see that the occupations are constantly increasing. Rima Jouriya, governor of the province, confirmed that the workshops of the service department organize daily campaigns to combat violations and all types of occupations will be removed from the roads, including poles, chains and tires used to reserve illegal parking lots. The offenders will be arrested, noting that dozens of arrests have been made against those who have carried out and are carrying out these occupations.
